RVSA trailers
On 1 July 2021, the new Road Vehicle Standards Act 2018 (RVSA) legislation was implemented by the Australian Government for low-ATM trailers. This replaced the Motor Vehicle Standards Act 1989 (MVSA).
Under the new legislation, manufacturers, and importers of low-ATM trailers (Aggregate Trailer Mass 4.5 tonnes or less) will need approval before they can provide a trailer to the Australian market.
This replaces the old process of:
- self-certification to Vehicle Standards Bulletin 1 (VSB1), and
- obtaining a Vehicle Identification Number (VIN) from state or territory jurisdictions, known as a Low Volume VIN (LVV).
The new legislation allowed for transitional arrangements to be in place until 30 June 2023. Low volume must transition to the new process by 1 July 2023.
From 1 July 2023, all low-ATM trailers, never previously registered in Australia will need to meet the new Road Vehicle Standards legislation requirements. All low-ATM trailers must have vehicle and compliance information listed on the Commonwealth’s Register of Approved Vehicles (RAV) otherwise they will not be registered in NSW.

Registration of MVSA trailers after 30 June 2023
All trailers built on or after 1 July 2023 must be provided under the RVSA, and have an entry on the register of approved vehicles.
Transport for NSW will allow the registration of MVSA-plated trailers until 31 August 2023 only where:
- the trailer’s build date is before 1 July 2023
- a signed contract of sale is supplied that shows the trailer was supplied to the customer before 1 July 2023.

Under the Road Vehicle Standards legislation, if you are building four or less low-ATM trailers in a 12-month period you can seek compliance approval and entry to the RAV via a concessional RAV entry approval.
Are you manufacturing more than four trailers in 12 months?
Go to Type approved trailers.
Under the Road Vehicle Standards legislation, if you are building more than four low-ATM trailers in a 12-month period you will have to get a vehicle type approval for the trailer type.
