November 2022 Graffiti Management Grants
NSW Local Councils are invited to apply for a Graffiti Management Grant.
DCJ will provide grants of up to $100,000 for Local Councils to implement graffiti management and space activation projects.
Applications for may be made under the Graffiti Management Grant (Western Sydney) or the Graffiti Management Grant (Open). Local Councils are only eligible to apply for one of the Grants (see further below).
Successful Councils will be able to use the funds to implement projects such as:
- area beautification, including creating community art programs or initiatives such as installing community murals to deter offenders and improve streetscapes
- space activation projects such as lighting installation, applying anti-graffiti coatings to walls and other community activities to reinvigorate underused spaces and prevent crime through environmental design
- planting trees or other vegetation to make graffiti-prone walls more difficult to access and less attractive to offenders
Local councils are eligible to apply for the grant by completing an application through Smarty Grants by 3pm Monday 28 November 2022. Each Local Council will be emailed with an application link for the grant for which they are eligible.

For which Grant is my Local Council eligible?
Graffiti Management Grant (Western Sydney)
The Graffiti Management Grant (Western Sydney) is targeted towards Local Government Areas eligible under the Community and Small Business CCTV Fund (CCTV Fund).
Only the 18 Local Councils captured by the CCTV Fund are eligible to apply for the Western Sydney Grant:
- Blacktown City Council
- Campbelltown, City of
- Canterbury-Bankstown, City of
- Fairfield, City of
- Liverpool, City of
- Penrith, City of
- Camden Council
- Cumberland City Council
- Parramatta Council
- Wollondilly Shire
- Burwood Council
- Canada Bay, City of
- Georges River Council
- Inner West Council
- Strathfield, Municipality of
- Blue Mountains, City of
- The Hills Shire
- Hawkesbury, City of
Graffiti Management Grant (Open)
Applications for the Graffiti Management Grant (Open) are invited from all NSW Local Councils operating under the Local Government Act 1993 except those Local Councils listed above that are eligible for the Graffiti Management Grant (Western Sydney).

Crime prevention plans
In accordance with the Children (Protection and Parental Responsibility) Act 1997, the Department of Justice supports local councils as lead agencies for identifying and implementing local crime prevention strategies in NSW.

Crime Prevention Through Environmental Design
Crime Prevention Through Environmental Design (CPTED) is the use of effective design strategies to improve the safety and quality of urban environments. The aim of CPTED is to reduce opportunities for crime and create safe urban environments and in so doing increase the amenity, attractiveness and safety of our cities and towns.
CPTED – Graffiti
In April 2011, the Attorney General announced the Government’s new focus on responding to graffiti offences.
The Department of Justice has dedicated a range of resources to addressing this offence, including the analysis of crime data to identify graffiti 'hot spots', and working with local councils to develop plans to prevent graffiti.
Applications for Graffiti Hot Spot CPTED Grants are available by invitation only to councils with the highest recorded incidents of graffiti.
