Overview
IBC solutions are implemented in new or redeveloped infrastructure used by members of the public, including tunnels, hospitals, shopping centres, airports and train stations.
IBC expands NSW Telco Authority’s critical communications network. It provides access to the PSN indoors or underground during an emergency or disaster for NSW Emergency Services Organisations and more than 60 essential services agencies.
IBC under Digital Connectivity Principles
IBC solutions are underpinned by the Digital Connectivity Principles (DCP), which aim to:
- ensure government-funded infrastructure is built with the necessary connectivity infrastructure at the outset,
- support the connectivity needs of emergency services, government agencies and the community,
- ensure equitable access to digital services.
All NSW Government agencies and statutory bodies need to consider the Principles when planning new infrastructure projects.
Compliance with the Principles is mandatory for all NSW Government-funded projects valued more than $10 million, under the Department of Customer Service Circular (DCS-2024-01).
IBC risk assessments for DCP compliance
Where there is little to no PSN coverage, an initial risk assessment for government construction projects may be needed to determine if a IBC system is required in new infrastructure and buildings.
A risk assessment should consider:
- the size, structural design and layout,
- how often and the reason emergency services need to be inside the infrastructure,
- the impact and likelihood of major public safety and emergency management events occurring inside the infrastructure ,
- the risks of not having IBC and what plans are in place for future PSN coverage in the area,
- if IBC the best solution for mitigating the risks assessed.
