The appeals process has 2 main stages
Before making a Second Tier Appeal with us, you must have already made a First Tier Appeal to your social housing provider.
If you are unhappy with the decision of your social housing provider, we can review the decision after you apply for an appeal.
How the appeals process works
Make a request to your social housing provider for a housing product.
Your request for a housing product is unsuccessful.
Your housing provider conducts an internal review of the decision of your request.
You believe that the decision of your housing provider is unfair, and you want an independent review.
After receiving your appeal, we will hear why you are unhappy with the decision of your housing provider.
We will conduct the hearing face-to-face or over the phone. We can organise an interpreter if you need one.

You can download a Second Tier Appeal form and send your appeal by mail.
What happens after you make a Second Tier Appeal
After receiving your application, you will be given a date and time for your hearing with us.
We will try to schedule a hearing 4 weeks after receiving your application.
About the hearing
The informal hearing process is held on Tuesday or Thursday between 9:30am and 1:00pm. We can organise an interpreter if you need one.
The hearing can be done face-to-face or by telephone.
The purpose of the hearing is to:
- give you the chance to tell us why you are unhappy with the decision of your housing provider
- allow you the opportunity to provide us with more information about your circumstances
- make sure we have all relevant information about your appeal.
The housing provider will not be at the hearing.

We welcome appeals from all Aboriginal people.
We have dedicated Aboriginal Housing Appeals Committee members who can hear your appeal and will bring cultural understanding and make sure your voice is heard.
