Overview
A. $52.5 million is available through the Community Local Infrastructure Recovery Program. The amount of funding available for each eligible local government area (LGA) varies based on the level of damage incurred from the storms and floods.
A: Eligible local government areas are:

• Central Coast
• Clarence Valley
• Coffs Harbour
• Gilgandra
• Glen Innes Severn
• Gwydir
• Hawkesbury
• Inverell
• Kempsey
• Kyogle
• Mid-Coast
• Moree Plains
• Nambucca
• Penrith
• Port Macquarie-Hastings
• Richmond Valley
• Tenterfield
• The Hills Shire
• Walgett.
A: The Department conducted extensive analysis to understand and document the direct damage to community infrastructure from the February and March 2021 storms and floods. The 21 targeted LGAs represented the majority of the measured impact on community infrastructure.
The Department used a range of data including, but not limited to, structural damage statistics and social needs indicators such as the Australia Bureau of Statistics Socio-Economic Indexes for Areas (SEIFA), capturing infrastructure damage and damage to social wellbeing and cohesion.
The comprehensive range of data included in the process ensured both physical and non-physical damage was considered when identifying the eligible LGAs, with support from various government agencies involved in storm and flood recovery such as Resilience NSW and Service NSW.
A: The Department of Regional NSW conducted extensive analysis to understand and document the direct damage to community infrastructure from the February and March 2021 storms and floods.
This analysis was used to determine the extent of the damage in each LGA and the amount of funding for each LGA is commensurate with the assessed level of damage to community infrastructure in that area.
A: Examples of eligible projects include:
- recreational and community buildings including libraries, youth and senior citizen facilities, tourism and arts and culture facilities
- sport and recreation facilities, playing fields and courts
- parks and playgrounds including equipment, furniture, fencing, shades, facilities and amenities
- cultural heritage and identity of place items

A: Public housing is defined as an essential public asset under the Disaster Recovery Funding Arrangements (DRFA). Essential public assets are not eligible for CLIRP funding.
A: The program will be administered by the Department of Regional NSW in collaboration with Public Works Advisory.
A: Eligible applicants must be an organisation that owns and/or manages critical community infrastructure within one of the 21 eligible LGAs, such as:
- local council or Section 355 Committee
- local Aboriginal land council.
Not-for-profit organisations and community groups who own and/or manage community assets may collaborate with an eligible applicant to have their asset included in a consolidated Asset Repair Plan.
Eligible applicants will be engaged by the Department of Regional NSW from March 2022.
A: Department of Regional NSW staff will engage with eligible applicants in the targeted local government areas from February 2022 to begin identifying potential projects and co-designing Asset Repair Plans.
Applications must be submitted by 2pm 28 April 2022 via SmartyGrants.
A: In some instances, it may be necessary to repair riverbank erosion to secure the future of community infrastructure adjacent to a riverbank. In circumstances where the primary purpose of the riverbank restoration is to enable the protection, repair, or enhancement of current or future community infrastructure it can be considered an eligible CLIRP project.
If the primary purpose of the project is for erosion and sediment management projects including coastal and riverbank areas, it is ineligible and there may be other funding programs more suitable.
A: No. The Community Local Infrastructure Recovery Program is only open to the 21 targeted local government areas which were the most heavily impacted from the 2021 February and March storms and floods.
