Program objective
The $52.5 million 2021 Community Local Infrastructure Recovery Program (CLIRP) is supporting the social recovery of targeted storm and flood affected local government areas (LGAs) by providing funding for the repair, restoration and enhancement of damaged community infrastructure.
This program is funded and administered by Department of Regional NSW.
Eligibility
Who can apply
Applicants must be an organisation that:
- is a local council or a Local Aboriginal Land Council (LALC) that owns and/or manages critical, local community infrastructure within at least one of the targeted LGAs,
- is a legal entity, and
- holds an Australian Business Number (ABN).
Who can’t apply
Ineligible applicants include:
- Australian or NSW government agencies
- State Owned Corporations
- Community organisations
- Not-for-profit organisations
- Volunteer organisations
- Joint organisations of councils
- Private, for-profit businesses.
Types of projects funded under this grant
The repair, rebuild or enhancement of directly impacted local community infrastructure including:
- recreational and services buildings including libraries, youth and senior citizen facilities, tourism, arts and culture facilities
- sport and recreation facilities, playing fields and courts
- parks and playgrounds including equipment, furniture, fencing, shades, facilities and amenities
What can’t you apply for
Ineligible projects include:
- assets that meet the definition of an essential public asset under the DRFA 2018 including roads, tunnels and utility bridges
- assets that are associated with the function of an essential public asset under the DRFA 2018 including road furniture and retaining walls
- projects that have been funded through other government grant(s) and/or insurance claims

Prepare your application with this checklist
All applicants are required to provide evidence of current public liability insurance with a minimum coverage of $20 million.
Each eligible applicant will be required to complete a CLIRP Asset Repair Plan as part of the application process outlining key projects, scope of works, funding required, timeframes, and proposed delivery model. In addition, CLIRP Asset Repair Plans will be required to confirm how each project aligns with the Assessment Criteria.

Applicants must have public liability insurance of at least $20 million. All applications will be screened for eligibility and level of alignment with the Assessment Criteria. Once assessed, projects will be provided to an Assessment Panel for consideration.

Applications will be reviewed against eligibility requirements outlined in the Program Framework. An Assessment Panel, including independent members and with advice from subject matter experts, will assess each application based on the Criteria in the Framework.

Projects may be assessed as only partially eligible and could be part-funded.
