Fee schedule
The 2024 fee schedule describes the fees for approval of school providers to deliver courses to overseas students. It is effective as of 1 January 2024.
The NSW Education Standards Authority (NESA) is the designated authority under the Education Services for Overseas Students Act 2000 (the ESOS Act) for approving NSW school providers delivering courses to overseas students.
The following fee schedule applies to NSW school providers delivering courses to overseas students in 2024.

In some limited circumstances an applicant for approval may seek a refund of fees paid to the NESA. Requests for refunds must be made in writing to the Director, Regulation of Schooling:

A refund may be considered when a school provider:
- pays more than is required
- decides to change details of the application for approval resulting in different fees
- decides to withdraw an application for approval:
- A full refund will be considered if, at the time a request for a refund is made, NESA has taken no action in assessing the application.
- A 50% refund will be considered, if at the time a request is made, NESA has assessed the application and an Inspector has undertaken an inspection.
- There will be no refund if, at the time a request for a refund is made, NESA has completed an assessment of the application and an Inspector has finalised a report.
- decides to cease operation as a school provider during the year
- The annual fee may be refunded on a pro-rata basis to a maximum of 80% of the fee paid.
Notes
- Fees are exempt from GST.
- NESA fees are subject to annual review in line with cost movements.
- Providers will commence paying an annual fee for ELICOS in the year following initial approval by NESA for ELICOS courses or the first renewal of that approval.
- Fees may apply when monitoring and/or extension is part of a condition of approval.
- Fees may apply when a complaint is found to be substantiated.
