Sydney Metro projects - building practitioner – qualifications and experience
Building practitioners need to be registered to do building work related to Sydney Metro that is over, beside, or near a train station. You must meet eligibility requirements, including approved qualifications and experience.
Key information
- Building practitioners need to be registered under the Design and Building Practitioners Act 2020 to do building work related to Sydney Metro that is over, beside, or near a train station ('over station enabling work').
- If you register through the Sydney Metro pathway, you will only be registered to work on over station enabling work and cannot work on or lodge documents for any other buildings regulated by the Act (class 2, 3 or 9c).
- Both individuals and body corporates can register. A body corporate cannot be a Trust or a Partnership.
- You cannot register if you are an undischarged bankrupt.
When you will need to register
Building practitioners need to be registered for building work projects related to Sydney Metro that are over, beside, or near a train station (known as 'over station enabling works') and to declare or lodge documents in the NSW Planning Portal.
Registration for over station enabling work applies to the following classes:
- Building practitioner – general
- Building practitioner – body corporate nominee
- Building practitioner – body corporate

You cannot register if you are an undischarged bankrupt.
Registering a body corporate
Under this scheme, a body corporate is a corporation or an incorporated association. It is not an owners corporation. A body corporate cannot be a Trust or a Partnership.
A body corporate can register as a building practitioner - body corporate. The body corporate will need to have:
- a building practitioner in the general class, or
- a building practitioner nominee
who is registered to:
- make building compliance declarations and
- lodge documents on the NSW Planning Portal.
Note: You must be the director of a body corporate to apply for this registration.

Pathways to register
Pathway 1 – building practitioner
If you want to work on over station enabling works as well as class 2, 3, or 9c buildings, you need to register as a building practitioner first.
Pathway 2 – building practitioner – individual or body corporate – Sydney Metro projects only
If you are not eligible to register through the building practitioner pathway, you can still register as a building practitioner to conduct over station enabling work.
If you are:
- a body corporate – your company must be a technically assured organisation under the Technically Assured Organisation Scheme approved by Transport NSW.
- an individual - you must be nominated by a technically assured organisation.
Note: If you register through this Sydney Metro pathway, you will only be registered to do over station enabling work. You cannot work on or lodge documents for any other buildings regulated under the Act (class 2, 3 or 9c).
Registration applications to carry out over station enabling work are lodged via the Service NSW website.
When you register, you will need to provide your Technically Assured Organisation (TAO) authorisation number and referee contact details
