Program objective
The $22 million Supply Chain Support Program Round 1 and Round 2 is supporting the recovery of businesses that are the first receivers and processors of primary produce within the primary industry supply chains that were impacted by the February and March 2022 floods (disaster declaration AGRN 1012).
Funding is available for businesses or co-operatives that sustained direct flood damage or were indirectly impacted by disruptions to their supply chain.
The Supply Chain Support Program is part of the $150 million Primary Industry Support Package, co-funded by the Australian and NSW governments.
This program is funded and administered by Department of Regional NSW.
Eligibility
Who can apply
Eligible applicants must be a business or co-operative that is a first receiver and processor, or harvester in the supply or value chain of the aquaculture (including fisheries), horticulture (blueberries, macadamias, pecans, vegetables, tea tree), or agriculture (beef, dairy, soybeans, sugarcane, intensive livestock) industries.
Businesses must be able to demonstrate they suffered directly from flood damage or indirectly through supply chain disruptions. They must be located in one of the 62 disaster declared local government areas (LGAs) impacted by the February and March 2022 floods.
Those applying for funding under the Supply Chain Support Program Round 2 must not have already received funding under Round 1.
Who can’t apply
- Australian or NSW Government agencies
- organisations that are not registered co-operatives, unincorporated or do not have an ABN, AIN or other identifier
- primary producers and farm gate sellers who do not have a separate processing facility
- transport and logistic providers
- businesses that are insolvent
- businesses whose primary operation is in retail, localised trades, administrative services and most professional services
State Owned Corporations or statutory authorities cannot be the lead applicant for funding but can apply in partnership with eligible applicants.

Types of projects funded under this grant
Examples of eligible projects include:
- replacement, repair, enhancement or adaptation of existing plant and equipment, including technology or energy efficiency upgrades, that increase resilience of the supply chain
- sourcing of alternative production inputs for transition projects including fuel switching
- transportation of primary produce from outside of usual sourcing areas
- critical private infrastructure upgrades i.e. private roads directly linked to supply chain efficiencies
- diversification to process alternate primary produce which continues to support supply chains in eligible LGA(s) and industries
- development of new manufacturing processes product, business or sector development
- regeneration of natural assets including site clearance
- industry feasibility, research and development studies
- business development programs such as coordination and advice to industry members on adapting to change or linking with existing or emerging opportunities
- industry wide marketing and promotion activities.
What can’t you apply for
Ineligible projects or activities include those that would:
- fund the businesses’ day-to-day operations
- involve the purchase of new machinery and assets not linked to replacement, repair, enhancement or adaptation of existing plant and equipment
- involve the purchase of land
- require ongoing funding from the Australian or NSW Government
- proceed and be delivered on the same timeline without government financial assistance.

Prepare your application with this checklist
All applications need to include:
- business or co-operative details
- a clear project scope
- a project plan (XLSX 24.02KB) and budget
- information on projected jobs that will be created or retained over the first three years of the project (at a minimum)
- other expected benefits of the project and how they will be measured (other than employment)
- applicants claiming for direct impact MUST include a list of direct storm and flood-related damage and photographs
- applicants claiming for indirect impact need to show a loss of production output in 2022.
Address the eligibility criteria
Funding is available for businesses or co-operatives that:
- were directly or indirectly impacted by flooding in eligible disaster declared local government areas under AGRN 1012
- are the first receiver and processor of an eligible primary production product
- operate in the supply or value chain of the aquaculture (including fisheries), horticulture (blueberries, macadamias, pecans, vegetables, tea tree), or agriculture (beef, dairy, soybeans, sugarcane, intensive livestock) industries.
- have demonstrated skills and capacity to deliver the project
- have evidence of current $20 million Public Liability Insurance in the name of the applicant
Address the assessment criteria
Applicants must be able to demonstrate:
- evidence of direct damage as a result of AGRN 1012, including photographs, insurance assessment reports, damage assessment reports, quotes for replacement / restoration of business / co-operative assets
- evidence of indirect impact as a result of AGRN 1012, including documentation showing a loss of production output in 2022, receipts of purchase for primary produce outside of typical supply area, supporting documentation (e.g. correspondence from suppliers) to show a lack of supply of primary produce
- the number of full-time equivalent employees created or maintained during and after the project delivery
- evidence of how the funding will build resilience to natural disasters
- have confirmation of the minimum co-contribution of 50 per cent of the total project cost

After the application is submitted
Eligible applications will be reviewed by an independent assessment panel against assessment criteria outlined in the Supply Chain Support Program Round 2 program guidelines (PDF 921.81KB).
The Department of Regional NSW will notify all applicants of the outcome of their application.
Successful applicants will be provided with a letter of offer and will be required to enter a funding deed with the Department of Regional NSW.
The funding deed will include requirements for successful applicants to participate in regular reporting and program evaluation in order to receive milestone payments.
