Program objective
The EV kerbside charging grants aim to:
- support NSW’s goal of being the easiest place in Australia to own and drive an EV
- increase EV charging options for EV drivers with limited or no access to off-street parking
- cater for an increasing number of EV drivers and instil confidence in those considering the transition to an EV
- test different kerbside charging technologies and commercial models to develop a sustainable kerbside charging market
- provide information and support on planning approvals pathways for kerbside charging.
This program is funded and administered by Office of Energy and Climate Change.
Eligibility
Who can apply
- an entity incorporated under the Corporations Act 2001(Cth)
- a state-owned corporation or subsidiary of an Australian state or territory owned corporation
- a local government or council in NSW.
Who can’t apply
- an entity who does not have a valid ABN for their organisation or any partner organisation
- an entity who does not have the appropriate insurance in place
- an entity who is not either:
- incorporated under the Corporations Act 2001(Cth)
- a state-owned corporation or subsidiary of an Australian state or territory owned corporation
- a local government or council in NSW
- an entity (including their partners / financiers) who cannot privately fund 20% or more (on average) across their application
- an entity who does not agree to participate in reporting requirements related to the project.
Types of projects funded under this grant
The kerbside charging grants provide co-funding for local government or charge point operators (CPOs) to install, own, operate and maintain kerbside EV charging infrastructure in eligible local government areas (LGAs) that were assessed as having the least access to off-street parking for their population density.
- A total of $800,000 NSW Government contribution per applicant can be requested in round 1.
- The NSW Government contribution must be no more than 80% of the total installation and equipment cost per requested EV charger, capped at $10,000 per charge port.
- Where the asset owner incurs third-party EV charger software subscription costs, applications may include up to 80% of the cost of a 3-year EV charger software subscription for each charging site.
Funding will be prioritised for projects that can demonstrate both value for money and merit.
What can’t you apply for
You cannot apply for:
- activities that directly relate to NSW Government planning assessment processes, such as:
- biodiversity studies
- heritage studies
- noise, air quality and traffic studies
- water, waste and hazardous material studies.
- activities that directly relate to the cost of preparing a bid for the purposes of co-funding charging stations.
- expenditure related to the general operations and administration of the recipient entity that the recipient could reasonably be expected to be undertaken in the normal course of business. This includes, but is not limited to:
- the electricity charges associated with existing charging stations operated by a recipient, or stations co-funded by the NSW Government
- electricity demand charges of all current and future charging stations
- taxes related to current and future charging stations
- any foreign exchange/forex associated costs.
- expenditure on activities that a local, state, territory or Commonwealth government agency has the responsibility to undertake
- interest on loans for new and pre-existing capital items used for the charging station/s
- expenditure on the acquisition of land for charging station/s
- sales or promotional activities that do not directly support the successful completion of the charging station/s
- membership fees, donations, or any other expenditure that the office determines does not directly support the successful completion of the charging station/s.

Prepare your application with this checklist
As part your application, you must provide letters of support from each council where proposed EV chargers are to be located.
For any EV chargers that interact with an electricity supply authority asset (e.g. electricity pole mounted, lighting pole mounted or kiosk EV chargers) you must also provide a letter of support from the relevant electricity supply authority.
You may supply one letter of support from an electricity supply authority for multiple sites.
Address the eligibility criteria
In addition to applicant, site, operational, technical, and reporting requirements, applicants must:
- propose a minimum of 4 EV charging sites with a total combined minimum of 8 EV charge ports (e.g. 4 dual port EV chargers, 8 single port EV chargers or a combination thereof) in their application
- ensure the NSW Government contribution cap is no more than:
- $800,000 per applicant
- 80% of the total installation and equipment cost per requested EV charger, capped at $10,000 per charge port
- 80% of the cost of a 3-year EV charger software subscription for each charging site, where the asset owner incurs third-party EV charger software subscription costs
- commit to installing and commissioning all sites within 12-months of executing the funding agreement with the NSW Government
- ensure all proposed charging sites are in the eligible LGAs listed in the grant guidelines.

Address the assessment criteria
Applications that meet the eligibility criteria will be competitively assessed against the following merit criteria:
- site costs and value for money
- charging site selection
- charging site design
- applicant capabilities and capacity
- user experience.

Start the application
All applicants must use the NSW Government’s nominated online grant management system (GMS), SmartyGrants, to submit an application and all relevant documentation.
Instructions for how to use the GMS will be provided immediately after logging into the platform.
To be successful, applicants must complete the entire online application which will then be assessed by the NSW Government.
After the application is submitted
Successful applications will be decided by the NSW Government.
