About the project
The NSW Government has committed $25 million to the Finley Health Service which will enhance the current health facility and ensure health care services are carefully planned to meet community needs now and into the future.
Murrumbidgee Local Health District is seeking interest from local creatives to develop artwork that will inspire and comfort patients, visitors and staff in public and clinical spaces of the upgraded Finley Health Service. Expressions of interest close on 9 December 2024. Find more information about the two commissions, and how to apply below.
Building hospitals and healthcare facilities is a complex operation involving three key phases – Planning, Design and Delivery. Each development is tailored to a community’s unique health needs and long-term health requirements.
The redevelopment will:
- expand and reconfigure the reception area
- deliver new inpatient rooms
- relocation the medical imaging unit and provide a new ultrasound service
- improvements to the Emergency Department
- essential service upgrades including IT for a better connected health service, and
- improvements to staff facilities.
The hospital design has been informed by extensive feedback and consultation with health professionals, staff, patients, Aboriginal community representatives and the Local Health Advisory Committee.
New staff accommodation units were built on the existing hospital site as part of the Key Worker Accommodation program (read more below).

- The 2023 Schematic Design Report has been published in response to the community’s feedback during concept plan consultation in November and December 2023, which sought additional information in relation to the planning and design of the upgraded facility.

Health Infrastructure
Six new accommodation units for healthcare workers have been delivered and installed at Finley Health Service.
Finley is the second of four sites in the Murrumbidgee Local Health District (MLHD) to have their accommodation units built off-site, delivered and installed by Hutchinson Builders, under the $45.3 million Key Health Worker Accommodation Program.
The units will help attract and retain much needed healthcare staff at Finley Health Service by removing a barrier to finding accommodation.
The key worker accommodation is located within the hospital grounds on Dawe Avenue, providing a safe and comfortable place for healthcare workers.
Site works are continuing to progress, and include the connection of services, furnishing, fencing and landscaping. The works are expected to be completed towards the end of next month, ready for the first healthcare workers to move in by the end of the year.
The Finley Key Worker Accommodation is being delivered in partnership between the MLHD and NSW Health Infrastructure. Other MLHD sites that will also benefit from the Program include Leeton and Narrandera, with West Wyalong units now complete.

MLHD is seeking interest from local creatives to develop artwork that will inspire and comfort patients, visitors and staff in public and clinical spaces of the upgraded Finley Health Service.
Applicants with strong community links to the Finley and Riverina region, and living within the Murrumbidgee Local Health District are encouraged to apply.
There are two opportunities available, you may express interest in one or both. Project budgets including artist fees will be negotiated during the next stage of procurement. Fees are dependent on artform, materiality, number of locations and installation requirements which will be resolved in collaboration with shortlisted artists prior to contracting.
Project 1: Welcome Artwork
This artwork will welcome staff, patients and visitors to the site and create a safe place for families seeking care. It will feature in a prominent internal location near reception. This project seeks interest from artists willing to co-design and/or co-deliver an artwork with community in particular NSW Health staff and or local youth.
Project 2: Reflecting the Riverina
A number of locations have been identified for artwork throughout clinical units. Artworks should support a contemporary work and care environment, provide moments of unexpected, positive distraction to support the patient journey and reflect the people and places of the Riverina. This project seeks interest from a variety of artists, including (but not limited to) artists who create 2D artworks or digital illustrations.
