Custodial Operating Model - Responding to High-risk Behaviours

This operating model outlines the philosophy and service delivery model governing the assessment, management and placement decisions for young people whose behaviour is assessed as high-risk.

The new operating model provides a tiered set of responses that can be scaled to meet the needs of individuals by strengthening elements that are already in place (such as classification and Detainee Risk Management Plans) and introducing new functions such as Enhanced Support Unit, High-risk Young Offender Review Panel, and High-Risk Units.
