National Regulatory System for Community Housing
The National Regulatory System for Community Housing (NRSCH) is the national system for registration of community housing providers.
The National Regulatory System for Community Housing (NRSCH) is a voluntary registration system for providers that operate in:
- Australian Capital Territory
- New South Wales
- Northern Territory
- Queensland
- South Australia
- Tasmania.
The NSW Registrar oversees the NRSCH in New South Wales.
Community housing providers that operate in NSW need to be registered under the NRSCH to get help from the NSW government.
Where to apply for registration
Providers should contact the Registrar in the state or territory where they have (or will have) most of their community housing.
If most of their community housing is in NSW, they can contact the NSW Registrar through the NRSCH website.
The Registrar will discuss scheduling information with a provider when they apply.

National register
When a provider is registered under the NRSCH, they will be listed on the National Register.
If a provider operates in different parts of Australia, they will have their registration recognised across all participating states and territories.
Review of the NSW Registrar's decision
If a community housing provider is not happy with the Registrar’s decisions made under the Community Housing Providers (Adoption of National Law) Act 2012 (NSW), they can ask for an internal review.
A senior officer who was not involved in making the original decision will then review it.
Providers can also apply to the Administrative and Equal Opportunity Division of the NSW Civil and Administrative Tribunal (NCAT) for a review.
In some cases, they can do this regardless of whether an internal review has been completed.
NCAT can review decisions the Registrar made under the Community Housing Providers National Law to:
- refuse an application for registration
- refuse a variation of a registration
- impose or revoke any additional standard condition of registration
- issue binding instructions
- vary the category of the provider's registration
- cancel the provider's registration
- refuse an application made by or on behalf of a provider for the cancellation of their registration
- appoint a statutory manager.

The NSW Registrar may occasionally provide guidance relevant to providers operating in NSW.
