What’s this about?

Motor races have been conducted at Mount Panorama for many years and make a major contribution to the local economy and employment as well as offering a safe and enjoyable event for motor sports enthusiasts.

The Motor Sports Events Act 2022 (the Act) regulates motor sport events at Mount Panorama requiring full closure of the circuit.

The objects of the Act are to support the expansion of motor sports in New South Wales, and to facilitate the conduct of major motor sports events in New South Wales.

The Act requires that the Minister for Sport must make a Ministerial Order inviting Bathurst Regional Council to apply to be the event Promoter (organiser).  This reflects Bathurst Regional Council’s role as the owner of the Mount Panorama facility and the roads manager for the Circuit.

Prior to making the Order, the Minister is required to make the draft Order publicly available and to give members of the public a reasonable opportunity to make submissions about the draft Order.

The draft Order sets out:

  • Where the event and its related activities will occur – a map showing this is attached to the draft Order;
  • When the event will occur;
  • The way and time in which Bathurst Regional Council’s application must be made.

The Office of Sport will be the Government Coordinating Agency.

It is proposed that five events requiring full closure of the Mount Panorama circuit take place between 1 October 2024 and 1 May 2025.

Once the Order is made and any application is received from the Council, the Office of Sport, as Government Coordinating Agency, will advise the Minister for Sport on whether the Council should be authorised to conduct the proposed events at Mount Panorama as Promoter and what conditions should be imposed upon it.

The Act sets out a range of conditions which may be imposed, for instance around public safety, public health, environmental protection, noise management and reinstatement and these will be negotiated with the Promoter should the application be approved.

Public consultation on the draft Order is open from Monday 3 June 2024 to Monday 24 June 2024.

Your comments will be provided to the Office of Sport which will collate them and provide advice to the Minister. In accordance with the Act, the Minister will also seek feedback on the draft order from Bathurst Regional Council.
