This grant supports the implementation of the Wagonga Inlet Living Shoreline, which is an important part of the Marine Estate Management Strategy initiated by the NSW Government.

Program objective
The objective of the grant is to bring socio-economic, environmental and cultural benefits to the Wagonga Inlet estuary and the ecosystems it supports, benefiting the Narooma community and regional visitors.
The grant will provide financial support, specifically for the Marine Estate Management Strategy (MEMS), allocated to the Wagonga Inlet Living Shoreline (WILS) project during the 2022/23 financial year. This funding will be provided to the construction contract manager to help them manage and complete the remaining infrastructure parts of the WILS project by November 2023.
This program is administered by Department of Primary Industries and Department of Regional NSW.
Eligibility
The grant is a non-competitive one-off devolved grant.
To be eligible for the grant:
- The grantee must be an existing project partner in the WILS project
- The grantee must have the capacity to deliver the WILS project and enter into a funding deed arrangement with the department
- The grantee’s proposed works must directly contribute to activities in the WILS Project Plan
- The grantee must have processes in place to appoint the WILS contractor.
Who can apply
WILS is a partnership between the Department of Regional NSW, and The Nature Conservancy, Australia and Eurobodalla Shire Council. Only these external organisations are eligible to receive the grant.
Types of projects funded under this grant
A project plan and detailed site construction plans for the WILS project have been developed and approved by the WILS steering committee and endorsed by the WILS Technical Advisory Group for the WILS project. Only activities or works that deliver the works and infrastructure included in the WILS Project Plan are eligible for funding under the grant.
What can’t you apply for
Any works that are not included in the approved WILS project plan.
Example projects
foreshore construction
community access facilities (such as the boardwalk)
community education facilities
management costs associated with delivering the WILS project plan activities.
What your application needs to include
The grant is a non-competitive one-off devolved grant. Only activities or projects that contribute to the completion of the works and infrastructure outlined in the WILS Project Plan are eligible to receive funding through the grant.

After the application is submitted
Successful applications will be decided by: The Director of Marine Estate Management within the Department of Primary Industries, Fisheries.
- Enter into a Funding Deed which outlines the responsibilities of both parties, time frames for project delivery, milestone payment schedules, risks and indemnities and reporting requirements of the grant.
- As a condition of funding, comply with the reporting requirements set out in Schedule B of the funding deed. You must provide to the department an activity progress report associated with payment milestones indicating the status of all on-going and completed activities for the period to which the report relates.
- Acknowledge the NSW Marine Estate Management Strategy in project publications, media (including social media) and signage.

Program evaluation
The grant will be evaluated at the conclusion of works to ensure:
- the grant has been administered in accordance with this grant guideline
- all decisions in the decision-making process are documented
- on-ground works funded provide benefit to the planned WILS project and through WILS assist in the delivery of environmental, economic, social and cultural benefits for the marine estate
- the grant was processed in a transparent, timely and objective manner
- funding deeds milestones are met and reported on.
