Program objective
Sound NSW is committed to supporting existing and new live music venues in NSW to achieve best practice in sound management. This grant is designed to support venues that experience sound complaints or are restricted from presenting live music due to insufficient sound mitigation measures.
Funding will assist existing and new live music venues with sound mitigation infrastructure support to ensure viability and longevity in the live music sector.
Eligible venues can apply for up to $100,000 to invest in sound mitigation measures informed by their acoustic assessment report.
An acoustic report up to the value of $10,000 will be provided by Sound NSW.
The purpose of this program is to
- Support NSW live music venues to achieve best practice sound management and infrastructure
- Support and re-invigorate the live music industry in NSW
- Enhance and expand the number of live music options for NSW residents
- Build business and community confidence in the live music industry.
The key program outcomes are to
- Increase number of fit-for-purpose live performance venues in NSW
- Increase sector knowledge and expertise in best practice sound management and sustainable live performance programming
- Reduce sound impact on neighbours, leading to less complaints and increased business viability
- Increase diversity of live performance offering for improved audience experience.
Program delivery: Between 1 April 2024 and 30 June 2025.
This program is funded and administered by Sound NSW.
Eligibility
Sound NSW is committed to supporting existing and new live music venues in NSW to achieve best practice in sound management. This grant is designed to support venues that experience sound complaints or are restricted from presenting live music due to insufficient sound mitigation measures.
Who can apply
NSW live music venue owners and operators with a maximum patron capacity of 600.
A live music venue
- may be a licensed or unlicensed venue
- has a room or space dedicated to live music performances that is a significant part of the venue and contains appropriate infrastructure to support regular performances, for example, a separate auditorium, lighting, a sound desk, etc
- has formal arrangements in place establishing payments for artist performances
- has ongoing performance programming, identifying live music as a defining feature of the business
- examples of venue types may include, but are not limited to hotels, clubs (including DJ performance venues), small bars and community halls.
Applicants must be:
- an incorporated entity or trust (including a trust with a corporate or individual trustee) and hold an Australian Business Number (ABN), Australian Company Number (ACN), or
- registered with NSW Fair Trading under the Associations Incorporation Act 2009 or another act.
Who can't apply
Ineligible applicants include
- any business or organisation that does not satisfy the eligibility requirements
- any business or organisation located outside NSW
- venues with exclusive membership
- venues with more than 10 gaming machines
- venues owned by either Government (Local / State / Federal) or Education providers
- venues with Producer / Wholesale, Limited, Pop-up or Packaged Liquor Licences
- returned and Services League of Australia members
- religious institutions.
What can’t you apply for
- Building works or consultation unrelated to acoustic attenuation or live music sound management.
- Projects where there is insufficient evidence of total costs.
Types of activities funded under this grant program
Up to $100,000 is available to invest in sound mitigation measures informed by the acoustic assessment report.
Activities funded under this program include capital works related to improved sound management including (but are not limited to)
- installing acoustic insulation in walls, ceilings, and floors
- installing acoustic glazing
- installing sound-absorbing materials such as heavy drapes or carpet
- installing acoustic or air-lock doors or sealing gaps in doors and windows
- plans or architectural drawings for the venue for any proposed acoustic attenuation measures
- capital investment in sound equipment where a sound attenuation need can be evidenced
- capital investment in staging support and room design to reduce sound emission.

These online sessions cover an overview of the program, how to apply, eligibility requirements, resources to support your application, and grant writing advice, followed by a Q&A.
While not mandatory, Sound NSW strongly recommends all potential applicants attend one information session.

What your application needs to include
All eligible applicants will need to apply for the grant via SmartyGrants.
There are two steps to the application process:
- Apply to enter the program and gain access to subsidised acoustic experts to the value of $10,000.
- Provide additional support materials to access funds for proposed works.
Step 1: Application
To apply for entry to the program, applicants will need to provide
- evidence of sound complaints (for example, a letter from council or Liquor and Gaming NSW)
and/or
- evidence of a plan to increase or commence live music offerings that are restricted by insufficient sound mitigation measures (for example, a letter from the building owner, council or regulatory body).
As well as
- demonstration of contribution to the live music ecosystem (for example, a letter of support from a booking agency or entertainment agency, proof of live music events such as photos, a website or a publicly available program)
- additional information including liquor and music licenses (if applicable) and venue type and capacity
- confirmation of capacity to co-contribute at least 30% to the overall project budget.
Applicants must provide all requested information. Where this information has not been provided, Sound NSW reserves the right to seek further information or clarification or set the application aside from further consideration.
The information will be assessed by a panel of senior representatives from NSW Government departments, including Hospitality and Racing, the Office of the 24-Hour Economy Commissioner, and Create NSW to determine eligibility for entering the program.
Sound NSW will provide successful applicants access to a certified acoustic expert to assess their venue’s requirements and produce an acoustic assessment report.
Applicants with an existing acoustic assessment report are required to provide the report at Step 1.
The value of the assessment will be up to $10,000. Additional acoustic assessment costs will need to be paid for by the applicant.
Sound NSW will also provide successful applicants with planning and project management support.
Step 2: Application - Support Materials
Once the acoustic assessment is completed, applicants will be required to provide
- A project plan including a scope of works for sound mitigation works to be completed
- A project budget, including a minimum two quotes for any labour or purchase and confirmation of a contingency fund of a minimum 10% of the overall project budget.
- Confirmation of a cash co-contribution of at least 30% to the overall project budget.
- Confirmed lease with a minimum 12-month agreement where premises are not owned.
- Letter of consent from the building ownerwhere premises are not owned.
- A Live Music venue licence (if available).

PART 2
Submit the following support materials to your application via the SmartyGrants Portal:

- A project budget including minimum 2 quotes for any labour or purchase, and confirmation of a contingency fund of a minimum 10% of the overall project budget.
- Confirmation of a cash co-contribution of at least 30% to the overall project budget
- Confirmed lease with minimum 12-month agreement where premises are not owned
- Letter of consent from the building owner where premises are not owned.
- A Live Music venue licence (if available).
- Submit Part 2 of your application within 21 days of receiving the acoustic assessment report.
Assessment Criteria
Applicants will be assessed against the following criteria:
Viability
Detailed project plan, which:
Includes a proposed scope of work which identifies effective sound mitigation measures based on acoustic consultant report
Sets out a realistic timeframe
- Detailed project budget, which:
- Identifies ability to make a 30% cash contribution to overall project budget
- Confirms a contingency fund of minimum 10% of overall budget
Provides copies of 2 quotes for each labour or purchase expense.
- Benefit to the Live music eco-system
- Support letter from business owner for sound mitigation works where premises not owned
Confirmation of Live Music licence (if available)
Start the application
To apply, you will need to complete and submit the relevant application form through our secure online grants system SmartyGrants by 19 January 2024.
Late applications
Applications received after the closing time and date will be deemed late. Late applications will only be accepted where Sound NSW is satisfied that the acceptance of the late application would not compromise the competitiveness and integrity of the process.
After the application is submitted
Successful applications will be decided by: the Secretary of Department of Creative Industries, Tourism, Hospitality and Sport, based on recommendations from a panel comprising representatives from Sound NSW, Create NSW, Liquor and Gaming, and the live music industry.
Confirmation
Once your application has been submitted, you will receive an email confirmation from our secure online grants system, SmartyGrants.
Pre-eligibility Assessment
Your application will be assessed for eligibility by a panel. If eligible, your application will proceed to the acoustic assessment process. Applicants will be contacted by Sound NSW staff to facilitate these assessments across February and March.
If your application is deemed ineligible, you will be advised via email and your application will not proceed to the two stage process.
Notification
Eligible applications will be assessed and both successful and unsuccessful applicants will be notified.
All applicants will be notified of the outcome of their applications by 30 June 2024.
Unsuccessful applicants will be provided an opportunity for feedback by Sound NSW.
Successful Applications
Successful applicants will be required to enter into a funding agreement with the NSW Government.
The funding agreement will outline your project outcomes, activities and eligible expenditure. You will be required to provide evidence of completion of the activities and expenditure to receive your funding.
Successful applicants will receive up to $100,000 in two milestone payments:
Milestone One – 70% of approved funds on approval of project plan and budget and execution of funding deed.
Milestone Two – Remaining 30% of approved funds on acquittal of the project.
Acknowledgement of Sound NSW
As a recipient of NSW Government funding, you will be expected to acknowledge the support from Sound NSW in all promotional and advertising materials, hoardings, signage, public announcements, and activities associated with the grant project. More information will be provided to successful applicants.
