Funding is available to help high-emitting manufacturing and mining facilities in NSW develop and deploy decarbonisation projects, from feasibility studies through to commissioning.

Program objective
High-emitting industries funding will help NSW achieve significant and sustained industrial emissions reductions by 2030, in line with NSW’s target of net zero by 2050, through the following 3 objectives:

Supporting decarbonisation in high emitting facilities – help NSW manufacturing and mining operations deliver value for money emissions reduction projects.

Accelerating transformative decarbonisation projects – prioritise innovative and ambitious low emissions projects to fast track NSW’s progress to net zero.

Helping industry thrive in a low carbon economy – build local skills, knowledge and jobs to ensure NSW industry prospers in a new low carbon economy.
Application timeframe
HEI funding will open for applications in October 2022 and a rolling assessment process will be implemented over a period of 2 years.
This means that applications can be submitted at any time and they will be assessed immediately following receipt.

Eligibility
Who can apply
NSW high-emitting manufacturing and mining facilities that emit more than 0.09 MtCO2e per year.
Who can’t apply
- Mining and manufacturing facilities with emissions below 0.09 MtCO2e per year.
- Facilities that are not classed as mining or manufacturing.
Types of projects funded under this grant
Pre-deployment projects
Funding for eligible projects to accelerate strategic scope 1 emissions reduction opportunities, aligning with priority 2 in the Net Zero Industry and Innovation Investment Plan 2022-2024.
Types of projects may include:
late-stage feasibility studies
commercial trials
business case development
front-end engineering and design.
Projects with higher levels of commercial maturity are preferred.
Deployment projects
Funding for eligible projects to implement decarbonisation opportunities at NSW manufacturing and mining facilities, with a focus on scope 1 emissions reduction. These projects need to:
- be technically ready and commercially proven opportunities
- align with priority 1 in the Net Zero Industry and Innovation Investment Plan 2022-2024.
To be eligible for funding, applicants must contribute at least 50% of the eligible costs of the project.

- the costs of meeting regulatory obligations
- project operating expenses.

Two-stage application process
Application and assessment processes for HEI funding are non-competitive and applications will be assessed as we receive them.
The application process for projects consists of the following 2 stages.
Stage 1: Fast-track assessment
The first stage allows you to submit a shorter, high-level application outlining the key elements of your project for consideration by a technical review committee.
During this process there is no need for you to provide a detailed breakdown and analysis.
This stage will enable us to provide faster feedback and discuss with applicants any additional project elements which may be needed prior to the project progressing to stage 2.
We expect that stage 1 reviews will take 4 to 6 weeks and if successful, we will invite you to submit a full application.
Note: In some cases, we may waive the requirement for a stage 1 application. For example, we may waive the requirement if you have previously accessed funding to conduct a pre-deployment project.
Stage 2: Full application
The second stage requires you to provide a thorough, detailed project proposal that clearly outlines how the project addresses all stage 2 eligibility and merit criteria.
Stage 2 applications will be assessed and scored by a technical review committee prior to a final determination being made regarding the outcome of the application and the level of funding awarded, should your application be successful.
The timeframe for stage 2 reviews will vary, depending on the amount of funding requested by the applicant and the complexity of the project.
Address the eligibility criteria
The applicant must:
- have an Australian Business Number (ABN)
confirm that they:
are an Australian entity duly incorporated under the Corporations Act 2001 (Cth)
hold and comply with all necessary authorisations that are material to the conduct of the business of the applicant.
be classified under the Australian and New Zealand Standard Industrial Classification (ANZSIC) codes of manufacturing or mining
hold all insurances required by law, including public liability insurance and workers compensation
- materially comply with all:
obligations under employment contracts, industrial agreements and awards
codes of conduct and practice relevant to conditions of service and to the relations between the applicant and the applicant’s employees
applicable Workplace Health and Safety legislation.
not be subject to any insolvency event, including the subject of an order or resolution for winding up or dissolution (other than for the purposes of reconstruction or amalgamation) or the appointment of a receiver, liquidator, administer or similar
not be listed on the Australian Government Department of Foreign Affairs and Trade sanctions consolidated list
- disclose any legal proceedings or investigations, including litigation, arbitration, mediation, or conciliation taking place, pending or (to the best of the applicant’s knowledge, after having made proper enquiry) threatened against you or a related body corporate (as defined in the Corporations Act) (Claims) to the extent that such claims either:
affect, could affect, or be perceived to affect, the reputation of the state of NSW (including its officers, ministers and employees)
conflict with, may conflict with, or be perceived to conflict with the potential funding or your obligations under the funding agreement or project more generally
relate to an authority investigating the applicant’s compliance with any law, regulation or legislation
relate to or arise from any issues relating to Environmental Protection Licences issued through the NSW Environmental Protection Agency (EPA)
impact (materially or otherwise) the applicant’s ability to comply with its obligations under the funding agreement or to complete the project.
agree to comply with any further requests for information by the office
disclose all Australian state government, territory government and Commonwealth Government grants applied for in relation to the project, including applications made over the last 5 years (including both successful and unsuccessful applications)
be the legal and beneficial owner of, or have all necessary rights to use and licence, any intellectual property necessary to carry out the project
have a public commitment to decarbonise the facility from the executive/board level.
Address the merit criteria
Your application must address each of the merit criteria. It needs to respond to the aspects of the criteria relevant to each stage (Stage 1: Fast-track assessment and Stage 2: Full application).
If you are applying for pre-deployment projects, you should describe how the project would contribute to emissions reductions, and any other relevant outcomes if the project is adopted at full commercial scale.

- emissions reduction to be achieved
- technical feasibility of the project
- financial feasibility of the project and value for money
- project delivery
- alignment to NSW Government strategic objectives and
economic growth - knowledge sharing.

After the application is submitted
Successful applications will be decided by: the financial delegate, based on recommendations from the assessment committee.
Applications are assessed against the eligibility and merit criteria outlined in the guidelines by independent technical advisors. The reports from the technical advisors are presented to the assessment committee, who will then recommend a funding level.
Successful applicants are notified with a written offer and funding agreement.
Unsuccessful applicants are notified in writing.
