Program objective
The objectives of the grant are to:
- reduce community emissions in the Far South Coast of NSW
- reduce energy costs for community facilities
- increase community resilience
- support local employment.
This program is administered by Department of Climate Change, Energy, Environment and Water.
Eligibility
Who can apply
Owners of buildings and facilities used by community groups in the Bega Valley and parts of the Eurobodalla Shire Council areas can apply for the grants.
These include:
- councils
- not-for-profit organisations, charities, and philanthropic organisations
- local Aboriginal Land Councils
- state government agencies may be considered eligible applicants when projects will deliver a clear public benefit.
The owner will need to provide proof of a partnership with at least one community group which will benefit from the proposed project.
Examples of buildings and facilities that could be eligible include, but are not limited to:
- community sports clubs
- scout or guide halls
- surf lifesaving clubs
- welfare centres
- Men’s Sheds
- Women’s Sheds
- community centres
- showgrounds
- community owned childcare centres.
- aged care facilities
- school halls.
Location that are eligible include Bega Valley, Eurobodalla
Types of projects funded under this grant
The grant funds the installation of solar and battery technologies for community infrastructure. The following equipment is eligible for funding under the grant:
- solar systems
- batteries
- equipment for building infrastructure that supports new solar and battery installations.
When the project can start and end
The project should be started by 15 May 2025 and the project must be completed by 30 June 2026.
What costs you can apply for
The grants will be available for new solar systems, a battery system, or both. The cost of your project must be between $10,000 to $1,000,000.
We will consider proposals for solar and or batteries on facilities other than buildings if applicants can prove their proposal meets eligibility and merit criteria. These cases will be assessed on a case-by-case basis.
Eligible building and facility owners can apply for additional solar and or batteries to supplement an existing system. However, the grant funding cannot be used to replace any existing systems.
Applicants will need to demonstrate how the project will benefit the Far South Coast community through:
- lower energy costs
- reduced emissions
- increased resilience
- supporting local businesses.
Each grant application will be assessed on its merit.
Types of projects not funded under this grant
Funding will cover the cost of purchasing and installing the solar and battery assets. However, it will not pay for ongoing maintenance of these assets.
What co-contributions are required
You do not need to contribute funding to be eligible. However, applicants applying for this funding may seek additional funding from other grant programs available from local, state, and federal government, including grants from Commonwealth initiatives such as the Australian Renewable Energy Agency.
Additional eligibility requirements
You will be required to provide at least one quote from an accredited and licenced installer that will show the estimated reduction in energy costs. You will also be required to demonstrate how you will pass these savings on to the community groups that use your facility.
You will also be required to provide at least one quote from an accredited and licenced installer that will show the estimated reduction in carbon emissions.
You will need to describe how the addition of solar and/or battery storage to your facility could help the community during an emergency. This could include a description of how the back-up power can be used to bring the community together, to provide shelter to the community, or enable the facility to be used as a storage and distribution point for emergency services.
In addition to answering the eligibility and merit assessment criteria, applicants must provide:
- any existing quotes for the installation of solar and battery assets
- the estimated costing and budget items for the proposed project
- letters of support from community groups
- proof of Landowner’s Consent (if applicable)
- any documents that support the merit assessment criteria, including estimations in energy bill and emissions reductions, emergency preparedness and how your project will support local businesses.
What your application needs to include

To apply you must complete the application form and provide all the information requested. This includes:
- addressing all the eligibility criteria
- addressing all the merit criteria
- including all necessary attachments
- submitting your application.
In addition to the above, the following documents must be submitted as part of the application:
- letter of commitment from each organisation and partner’s CEO or delegate.
- copy of public liability insurance certificate.
- copy of personal accident insurance.
- copy of professional indemnity insurance.
- copy of proof of incorporation.
- any other documents that support your application.
Address the eligibility criteria
Each applicant, as part of an application response, must confirm that they meet the eligibility criteria.
Applicants that do not address the eligibility criteria in full may be excluded from the application process at the department's discretion.
Address the assessment criteria
Criterion 1: Provide clean and cheap energy
- Reduction in carbon dioxide emissions.
- Increased production of renewable energy.
- Reduction in energy costs for the community.
Criterion 2: Support local jobs
- Contracting local businesses to install and maintain technology.
- Other benefits to local businesses.
Criterion 3: Improve community resilience
- Effectiveness in providing benefits to the community in the event of a natural disaster.
- Increase in emergency preparedness in the community.
- Opportunities to share knowledge about the project within and between organisations, including replication and/or scalability in the region.
Criterion 4: Effective project planning
- Sound project planning and methodology.
- Outputs and milestones clearly targeted towards achieving stated outcomes.
- Stated outputs and milestones that are quantitatively and qualitatively measurable.
- Collaboration within and across local government organisations, project partners and with external stakeholders.
Criterion 5: Value for money
- Cost effectiveness, including avoided costs, and in-kind support.
- Well planned and costed budget.
- Project risks identified and addressed.
- Technology proposed is mature and installed by qualified licensed installers.
Start the application
Before applying, you must read and understand these Grant Guidelines. The application and supplementary documents must be submitted through the Department’s Grant Management System (GMS).
To apply you must complete the application form, and provide all the information requested. This includes:
- addressing all the eligibility criteria
- addressing all the merit criteria
- including all necessary attachments
- submitting your application.

You are responsible for ensuring your application is complete and accurate. Giving false or misleading information is a serious offence under the Crimes Act 1900 No 40 (NSW). If the Program Manager suspects or discovers the grant applicant has submitted misleading or false information, they may investigate the application further, and if deemed appropriate, may exclude your application for further consideration.
Applicants must not lobby the NSW Government on an issue related to the selection process or seek to give an unfair advantage to their application. For further guidance on acceptable communication and advocacy of proposed projects, applicants are encouraged to familiarise themselves with the NSW Lobbyists Code of Conduct.
If you find an error in your application after submitting it, you should contact us immediately. Any additional information, or requests to correct your application after the closing time will be considered on a case-by-case basis. Applicants cannot change applications after the closing date and time, without good reason and our written agreement.
If we find an error or information missing, we may ask for clarification or additional information from you that will not change the nature of your application.
You should keep a copy of your application and any supporting documents.
We will acknowledge that we have received your application after you submit it through the GMS.
Multiple Applications
Applicants can submit multiple applications. Each application must be for one project proposal only. Therefore, if applicants have multiple projects, they must submit multiple applications – being one application for each project.
Specifically:
- Each project proposal in an application must be a minimum of $10,000.
- Applicants must define the cost of each project in their application.
- All project proposals in an application must meet all eligibility criteria outlined in these guidelines (see Section 2.1).

After the application is submitted
Successful applications will be decided by: Director - Energy Programs Branch
An assessment team made up of three to four government experts will be established to assess applications. Each application will be assessed in a two-stage process.
Stage One: Eligibility check
Stage Two: Merit Assessment.
If an application is assessed as ineligible against any eligibility criteria, it will be excluded from further evaluation. Only eligible applications will move to stage two.
Eligibility check
The department will review the applications against the eligibility criteria. If deemed eligible to proceed, the application will progress to stage two: merit assessment.
Merit Assessment
Eligible applications will be reviewed by the assessment team and assessed against the merit criteria. Applications will undergo a competitive assessment and will be ranked according to how well they align with the merit criteria. The Director, Energy Programs Branch is the delegated decision maker and will award successful grants. Assessment of applications is expected to take 12 weeks.
Successful applicants will be notified in writing. Applicants will commence their project by May 2025.
