Program objective
Hunter New England Local Health District is seeking grant applications from NGOs to deliver community-based volunteer palliative care services to improve the quality of life for people with a life limiting illness and their carers living in the Hunter New England region.
The objective of the grant is to:
- Enhance the quality of life for people with a life limiting illness and their carers and families living in Hunter New England region by delivering volunteer palliative care aligned with the National Palliative Care Standards.
- Ensure volunteers are appropriately qualified and skilled for the level of service offered in line with the Palliative Care NSW volunteer Training Guidance Manual and demonstrate ongoing participation in continuing professional development.

Eligibility
Who can apply
To be eligible for the grant you must:
- Be a not-for-profit non-government organisation incorporated under relevant Australian legislation, including:
- the Associations Incorporation Act 2009 (NSW)
- the Corporations Act 2001 (Cth)
- the Corporations (Aboriginal and Torres Strait Islander) Act 2006 (Cth)
- Carry out the activity within one or more of the following regions:
- Newcastle/Greater Newcastle
- Upper and Lower Hunter (excluding Maitland and Dungog)
- Port Stephens
- New England/North West
- Lower Mid North Coast (excluding Taree and surrounds).
Who can’t apply
You cannot apply if you are:
- an individual/s
- a Federal, State or local government agency or body or an affiliate health organisation
- a for-profit organisation
- an unincorporated organisation or group
- duplicating a service under an existing funding agreement with the Federal or NSW Government, or one of its agencies, unless the service is expanding to a new region.
Types of projects funded under this grant
The grant funding supports a volunteer manager position to recruit, train and manage volunteers to deliver community-based volunteer palliative care services to improve the quality of life for people with a life limiting illness and their carers living in the Hunter New England region.
Activities performed by volunteers would typically include respite for carers, companionship, help with minor practical tasks, supporting activities for hobbies and recreation, biography writing and bereavement support where appropriate. The volunteer manager will maintain relationships and communication pathways with clinicians, referred palliative care clients and their carers.
The successful applicant will have access to best practice volunteer palliative care program resources and support through the Palliative Care NSW Volunteer hub.

Address the assessment criteria
This is an open and competitive grants program. Applications will be assessed and competitively ranked against the assessment criteria below:
- Demonstrated capacity to deliver nonclinical volunteer palliative care or other health supports to consumers and/or carers in their home
- Capacity to provide culturally safe services for Aboriginal & Torres Strait Islander people and other underserved populations
- Effective organisational governance
- Proposed service overview and scope including reach and impact
- Implementation plan
- Risk management plan
- Budget

After the application is submitted
Successful applications will be decided by: Minister for Health
The applications will be assessed and both successful and unsuccessful applicants will be notified.
The successful applicant will enter into contract negotiation with HNELHD.
The contract will include key milestones, payment schedule, performance indicators and financial and activity reporting requirements. A copy of the long form agreement template can be found within the Administration of NSW Health Funding Grant Funding for Non-Government Organisations policy and the Standard Conditions (attach link) are attached to these guidelines.
