VET Information Standard
A more flexible VET Information Standard
Overview
NCVER is leading the development of the new VET Information Standard on behalf of the Australian, state and territory governments, and regulators. The new standard, once approved, will initially replace the AVETMISS VET Provider 8.0 Collection. It is proposed to include some new and modified reportable data elements.
The new VET Information Standard’s event-based reporting structure will support students with more frequent updates to their academic transcripts, as well as government policy through greater and earlier insights into training market pipelines and needs.
The new VET Information Standard is more than just a list of data elements. It comprises the following 4 products, which are designed to work together:

Aims
The new VET Information Standard aims to support the information needs of a world class VET sector now and into the future.
Reduce duplication
- A national dataset and state and territory data elements in a consistent and consolidated standard.
- Provision of data once, to use many times.
Additional and modified data elements
- Improvements to how delivery modes and locations are captured and reported, ensuring training outcomes are identified separately from the status of student training activity.
- Enable the validation and submission of individual student records.
- Allowing for more information where appropriate, including third-party arrangements and program specialisation streams to assist students in gaining employment.
Be transparent and easily understood
- Plain English data descriptions and validation rules, supported by fact sheets and user guides.
- Customised versions of data elements and their descriptions for business and technical users.
- A clear purpose for the collection of data elements.
Be future proof
- Flexibility to make changes to the standard more quickly and at lower cost in the future.
- Flexible transition window allows training providers to make changes when best suits their business.
Business glossary
This is the end-users’ guide to reportable data elements. It consolidates state and national reporting and includes metadata, business rules and associated classifications.
Collections specifications
This is the main product for users. It provides logical groupings showing how data elements are applied in context and contains business rules, identifies source of data, and defines classifications.
Data model
Maps technical and reportable elements and shows relationships among elements. A ground-up design was undertaken that addressed overloaded concepts such as outcome identifier - national and delivery mode. The new data model will facilitate simpler changes to the Information Standard in the future.
Technical dictionary
For technical operators, it stores technical data element metadata and shows mapping to data model subject areas. This supports stakeholders in technical design activities.
