To complete an apprenticeship or traineeship and issue a Certificate of Proficiency, Training Services NSW must receive:
- employer endorsement that the apprentice or trainee has successfully completed the term of their apprenticeship or traineeship in the approved vocation; and
- advice from a Registered Training Organisation (RTO) that the apprentice or trainee has been, or is entitled to be, issued with a qualification in the approved vocation.
When must the qualification be completed?
The qualification is generally completed within the training term. However, TS NSW may consider qualifications completed within 6 months after the nominal expected completion date.
When must qualification data or employer endorsement be received?
Qualification data may be lodged at any time, and as long as the other requirements of this policy are met, may be used to initiate a Certificate of Proficiency.
Similarly, evidence of employer endorsement may also be accepted at any time. However, employer endorsement received more than 6 months after the completion date should be supported by wage records that validate learner employment up to the apprenticeship/ traineeship completion date. In the absence of wage records, a Statutory Declaration may be acceptable.
What if the qualification is not the approved qualification in IVETS?
A Certificate of Proficiency may only be issued if the qualification issued is the approved qualification for that training contract OR is attached to the approved Vocational Training Order (VTO) for the training contract. For example, an updated qualification which has been attached to the approved VTO.
Trade Skills Recognition
Where a person has not met the requirements of this policy, but has a qualification in a trade vocation, staff should discuss Trade Skills Recognition as a possible alternative option to achieving a Certificate of Proficiency.
