Before you start to complete your EOI application

Prerequisites

• You must read the 2024-25 GTO Recruitment Program:
  • EOI application guide below
  • Draft Funding Deed inclusive of Guidelines
• Confirm your GTO's eligibility to participate in the Program
• Confirm commitment from your Smart and Skilled Training Partner Provider(s) (training provider) and host employers to participate in the delivery of this program
• Obtain all the relevant information to complete your EOI as you can only complete and submit your organisation’s EOI in a single user session
• Allow approximately 30 minutes to fully complete the application as you will not be able to save this as a draft.
• You will also be able to resubmit your EOI if you need to amend a previously submitted EOI within the offer period.
  • It will be your last EOI submission as at 5pm, 30 July 2024 that will be considered by the Department. Please note that only one application per GTO will be considered.

Eligibility

To be eligible to participate in the Program, a GTO must:

• Be a registered GTO in NSW under section 30 of the Apprenticeship and Traineeship Act 2001 and maintain its registration throughout the activity period or should registration lapse during the activity period, be actively engaged in the re-registration process. 
• Have its initial one-year registration has been renewed and is in the process of being extended or has been extended. To be clear, GTOs are not eligible if they are in their first year of registration.
• Support an industry that employs apprentices or trainees in NSW.
• Be registered for the Goods and Services Tax (GST).
• Be a current employer of apprentices or trainees in NSW.
• Not have current performance monitoring issues
• Must secure a training provider for training delivery who has no performance monitoring issues; and
• Meet other eligibility criteria as determined by the Department.

Note: Decisions related to the eligibility of a GTO remain at the Department’s absolute discretion. 

EOI Application Guide

The application aims to demonstrate your GTO’s capacity to deliver the program as per the program guidelines. The application will require you to:

• Identify Training Services NSW regions and vocations you intend on servicing as part of the program.
• Identify the number of allocations per region and delivery capacity each quarter.
• Confirm your training provider(s). You must list at least one training provider for the program delivery, however, you could include up to three of your top training providers. The training provider(s) listed in the application should be committed and have capacity to deliver these programs. Further, the training provider must be a Smart and Skilled provider and meet the eligibility as per the Program guidelines. EOI applications without identification of a training provider may not be considered.
• Confirm you have host employers who can offer work experience and potential apprenticeship and traineeship employment opportunities for the requested allocations.

Key considerations

In considering the intended program outcomes:

• It is expected that the courses will be engaging, hands on and delivered in a suitable location that will provide students with a greater understanding of the vocation.
• It is expected that the GTO has host employers willing to provide work experience and employment opportunities.
• Applications without identified training providers or host employers may not be considered.

Other key considerations for program planning and delivery includes:

• Your training provider will need to attach an employer endorsement letter to their TNI submission.
• All training is required to be delivered by 31 May 2025.
   

Assessment Criteria

Applications will be considered against criteria which includes, but is not limited to:

• GTO capacity to service the application as per the Program Funding Deed and included Guidelines
• Past program performance data if previously participated in the program
• Expected student outcomes including work experience and potential for transitions into apprenticeships and traineeships
• Training provider capacity to deliver negotiated training
• Identified regional skill shortages

After submission, the Department will undertake a review of your application through a panel assessment process.

We will provide you with a response once the EOI process is finalised and internal approvals have been granted.

Your personal information will be held by the Training Services NSW (part of NSW Department of Education) for a period of up to 5 years.

IPP 5 (PPIP Act s.12) says that TSNSW must take reasonable steps to secure the information against unauthorised access and use and must only keep the information for as long as necessary and thereafter securely destroy it (noting that TSNSW is subject to the State Records Act and information collected and created would ordinarily be considered a business record which cannot be destroyed other than under a Disposal Authority).

The TSNSW have confirmed that they will not store information outside of the TSNSW instance of Teams to which you will also have access, the organisations representative’s Personal Information is saved in the Teams channel within the Department of Education and will be accessible to department staff on a need-to-know basis. Access rights to the Teams channel are granted by the team manager.
