Certificate III trainees will gain skills to work as cabin crew personnel performing normal and emergency cabin crew duties in support of commercial or Defence aviation operations. Duties may include applying technical and non-technical aviation skills and knowledge to cabin service and cargo operations. Trainees may be employed as: Cabin Crew; Crew Attendant; or Flight Attendant.
This qualification reflects the roles of flight crew personnel performing normal and emergency commercial pilot duties in support of commercial or Defence aviation flight operations. Flight crew duties include applying technical and non-technical aviation skills and knowledge to a wide range of air transport operations including passenger, charter and cargo operations. Trainees working at Diploma level will apply knowledge and skills to demonstrate autonomy, judgement and defined responsibility in known or changing contexts and within broad but established parameters.
This qualification forms some of the requirements for certification as a commercial pilot by the Civil Aviation Safety authority (CASA) as directed by Civil Aviation Safety Regulation (CASR) Part 61 Flight crew licensing. Trainees seeking certification should check these requirements with CASA. Use for Defence aviation is to be in accordance with relevant Defence Orders, Instructions, Publications and Regulations.
Certificate II trainees will gain technical and non-technical aviation skills to operate effectively in a range of flight operations cargo service roles. Trainees working at this level will apply knowledge and skills to demonstrate autonomy and limited judgement in structured and stable aviation operating contexts within narrow parameters. They may be employed as Cargo Services Operator or Loadmaster.
Certificate II and Certificates III trainees will gain technical and non-technical aviation skills to operate effectively in a broad range of ground operations and service roles. Trainees working at this level will apply knowledge and skills to demonstrate autonomy and limited judgement in structured and stable aviation operating contexts within narrow or established parameters. At the Certificate II level trainees may be employed as: Baggage Handler; Customer Service; Ground Operations; or Ramp Operator. At the Certificate III level trainees may be employed as: Baggage Operations; Customer Service Operations; Flight Dispatch Operations; Ground Operations; or Ramp Operations.
Certificate III trainees in this qualification is relevant to individuals operating remotely piloted aircraft systems (RPAS) within visual line of sight (VLOS), below 400 feet above ground level (AGL) in day visual meteorological conditions (VMC), outside of controlled airspace, greater than 3 nautical miles from an aerodrome, outside of populous areas. Remote pilot duties included applying technical and non-technical aviation skills and knowledge within RPAS operational environments. This qualification forms some of the requirements for certification by the Civil Aviation Safety Authority (CASA) as described in Civil Aviation Safety Regulation (CASR) Part 101 Division 101.F.3 - Certification of UAV controllers. Civil and military personnel seeking certification as remote pilots should check requirements with CASA.
Certificate III trainees will gain skills to work as flight crew personnel performing normal and emergency rescue crew duties in support of commercial or Defence aviation operations. Rescue Crew Officer duties include applying technical and non-technical aviation skills and knowledge within rotary wing operational environments. Trainees may be employed as: Helicopter Crew Officer; Rescue Crew Officer (RCO).
Certificate IV trainees will gain technical and non-technical aviation skills to operate effectively in a broad range of ground operations and service roles. Trainees working at this level will apply knowledge and skills to demonstrate autonomy, judgement and defined responsibility in known or changing contexts within broad but established parameters. Trainees may be employed as: Aerodrome Operations Supervisor; Aviation Supervisor; Cabin Service Supervisor; Cargo Service Supervisor; Customer Service Supervisor; or Ramp Operations Supervisor.
Certificate II - A Transport Security Screening Officer performs transport security screening functions including, controlling access to security sensitive areas, undertaking physical searches, and identifying and handling weapons, explosives and prohibited items roles include:
- Air Cargo Examination Officer
- Domestic Airport Screening Officer
- International Airport Screening Officer
- Maritime Screening Officer
An Officer must also apply effective communication skills to work in a broad range of transport security.

Individuals undertaking this qualification must have passed a valid background check prior to accessing security-restricted resources associated with AVIG0001 Work effectively in a transport security environment. A valid background check for the purposes of an individual undertaking the qualification is a background check on an applicant for, or the holder of an aviation security identification card or maritime security identification card.
AVI30219 Certificate III in Aviation (Cabin Crew)
There are no entry requirements for this qualification. However, first aid certification, a Responsible Service of Alcohol certificate and other regulatory requirements are essential for employment.
AVI40422 Certificate IV in Aviation (Remote Pilot-Beyond Visual Line of Sight)
Individuals undertaking this qualification must have the AVI30419 Certificate III in Aviation (Remote Pilot) or equivalent.
AVI50222 Diploma of Aviation (Commercial Pilot Licence - Aeroplane)
Commercial or military pilot entrants to this qualification should check requirements with CASA or Defence Aviation for specific pilot entry standards.
On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications under the Apprenticeship and Traineeship Act 2001 to establish a traineeship, whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. The aviation industry is tightly regulated by a range of international, national and state and territory conventions, codes and legislation. These regulations, licence arrangements and codes of practice pertain to many different aspects of operations including safety, health, hygiene, security, anti-discrimination, equal employment opportunity, quarantine, and customs and immigration.
Persons employed in the aviation industry need to fulfil competency and training requirements as detailed in the regulations relevant to their occupation. While there is a close relationship in the industry between the regulatory certificates and the relevant nationally endorsed vocational education and training qualifications, the certificates and credentials are issued by different organisations under different legislative authorities.
The Remote Pilot Aircraft Systems Project qualification has been developed to align with the following:
- CASR Part 101 (Subpart 101.F)
- CASA view UAS as aircraft and therefore, encourage the emphasis on safety and professionalism of the Remote Pilot role
- UAS Operations fall under the Aerial Work category and operators in the civilian realm require an Operating Certificate issued by CASA
- CASA Operational Groupings are identified as:
- Level 1 − < 400’, visual line of site, outside of controlled airspace − < 5000’, visual conditions, near airfields (In Australia, this is inclusive of Extended line of sight which is the measure used in Europe)
- Level 2 − Beyond visual line of sight, all airspace classifications, day and night operations
- Level 3 − Intercontinental Operations
CASA sees a need for setting flying licensing standards for each level of operation by a Remote Pilot while the AVIr10.0 Aviation Training Package defines the competency standards required for competence in the workplace. This qualification is considered the basic qualification for an operator in this role.
Note: These qualifications have been structured to align with applicable aviation licensing and regulatory requirements. However, in addition to completing the relevant qualification, further requirements must be fulfilled in line with the current Civil Aviation Safety Regulations before a license will be issued. These requirements include theory tests, flying hours and flying test.

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualifications units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
