Traineeships
Certificate II level trainees will perform activities that are mainly routine and involve the application of fundamental operational skills and knowledge in supporting roles. Ares of work will include hydrapulping, pulping machine operations, pulp handling, bale handling, fibre and stock preparation, winding and rewinding operations, dryer operations, folder operations, wrapping machine operations, wet end support, dry end support and paper products machine operations.
Certificate III level trainees perform production roles that involve the application of technical skills and knowledge and use some discretion and judgement in production roles. They may rectify problems that are either foreseen or unpredictable relating to start up, operation or shutdown activities. Production employees work in areas such as pulping operations, waste paper recycling, primary resources operations, stock preparation and handling, fibre preparation, wet end operations, dry end operations, finishing and converting, coating system operations, winder/reel and roll operations; packaging/folding and dry end testing.
Certificate IV level trainees perform high level technical production roles. Individuals in these roles are generally pivotal to the production process, providing complex technical advice and support to a team to solve a range of complex problems relating to equipment, process, output and quality. A senior operator or production specialist may work in areas such as: pulping operations, waste paper recycling, primary resources operations, stock preparation and handling and fibre preparation, wet end operations, dry end operations, coated paper treatments, finishing and converting, winding and rewinding and quality testing.
Diploma level trainees manage or oversee pulping/papermaking operations. Accountability and responsibility for self and others in achieving outcomes is involved. Focus is on skills for line supervision/management of personnel, management of operations or other senior technical specialisations including: line supervisor; support operations coordinator; quality assurance specialist; sustainability coordinator/manager; project coordinator/manager and training coordinator.

PPMr3.1 Pulp and Paper Manufacturing Industry Training Package includes the following qualifications that support traineeship pathways:
On successful completion of the relevant qualification
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship/traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications under the Apprenticeship and Traineeship Act 2001 to establish a traineeship whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.
Trainees may be employed under the following awards:
All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. Licensing requirements for the pulp and paper manufacturing industry must comply with supervision requirements and subject to the direction of the holder of an endorsed contractor licence (a contractor licence with a supervisor endorsement) OR supervisor certificate corresponding to the work being performed pursuant to Division 2 of the Home Building Act 1989. This is the licence number to be placed on the Training Plan Proposal (TPP) and the Training Plan (TP).
In NSW, High Risk Work Licences (HRWLs) are issued and regulated by SafeWork Australia. The list of activities that require a HRWL are listed in Schedule 3 of the NSW Work Health and Safety Regulation 2011. General information about the licencing is on the SafeWork NSW website.
Activities that may require a HRWL licence include:
- Scaffolding work - Basic scaffolding, Intermediate scaffolding, Advanced scaffolding
- Dogging and rigging work - Dogging, Basic rigging, Intermediate rigging, Advanced rigging
- Crane and hoist operation - Tower crane, Self-erecting tower crane, Derrick crane, Portal boom crane, Bridge and gantry crane, Vehicle loading crane, Non-slewing mobile crane, Slewing mobile crane—with a capacity up to 20 tonnes, Slewing mobile crane—with a capacity up to 60 tonnes, Slewing mobile crane—with a capacity up to 100 tonnes, Slewing mobile crane—with a capacity over 100 tonnes
- Materials hoist, Personnel and materials hoist
- Boom-type elevating work platform
- Concrete placing boom
- Reach stacker
- Forklift truck, Order-picking forklift truck
- Standard boiler operation, Advanced boiler operation
- Turbine operation
- Reciprocating steam engine

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualification units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the latest NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.
Registered training organisations (RTOs) may commence training either in the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
