Certificate II level:
Linesperson - Trainees will conduct a range of tasks in vessel mooring and un-mooring operations, including working with automated line equipment and adhering to workplace health, safety, emergency, and security procedures.
Coxswain Grade 1 Near Coastal - Trainees will develop the practical skills and knowledge required to work as a coxswain. They will learn to command commercial marine vessels up to 12 metres in length with propulsion power that is unlimited for an outboard engine or up to 500 kW for an inboard engine. The vessel will carry passengers inshore or as a tender or auxiliary vessel within 3 nautical miles (nm) of a parent vessel within the exclusive economic zone (EEZ). For certification as a Coxswain Grade 1 Near Coastal as defined by the National Standard for Commercial Vessels (NSCV) Part D, additional requirements may be necessary. Marine Engine Driver Grade 3 Near Coastal - Trainees will be working in the maritime industry learning to be Chief Engineers on vessels with propulsion power up to 500 kW and Second Engineer on vessels with propulsion power up to 750 kW, in the exclusive economic zone (EEZ). For certification as a Marine Engine Driver Grade 1 (Near Coastal) as defined by the National Standard for Commercial Vessels (NSCV) Part D check with the Australian Maritime Safety Authority (AMSA), additional requirements may be necessary. Master up to 35 metres Near Coastal - Trainees will be sailing as Master on vessels up to 35 metres in length within the exclusive economic zone (EEZ) or a Mate on vessels up to 80 metres in length. For certification as a Master up to 35 metres (Near Coastal) as defined by the National Standard for Commercial Vessels (NSCV) Part D check with the Australian Maritime Safety Authority (AMSA), additional requirements may be necessary. Diploma level:
Responsible for the day to day management of the appropriate fleet of vessels including shore based support for vessels masters, overseeing vessel maintenance, administration, scheduling and logistical support for field operations. Assists with the maintenance and safe operation of district vessels (<25m) in accordance with Australian Maritime Safety Authority requirements and departmental guidelines. Other activities include monitoring and reporting on maritime operations.
Level III trainee is suitable for people working in the marina industry performing a range of tasks such as berthing, mooring and storage of vessels and a range of boatyard tasks connected to sailing, cruising and general boating.
Diploma level trainees are responsible for the operation, and for the maintenance, of all propulsion systems whether steam, gas-turbine or marine-diesel and for all the cooling systems, heat-exchangers, lubricating systems, fuel-systems, water-treatment-systems, as well as electrical power [415Volt multi-alternator systems] generation and distribution on the ship, for all the diesel engines or steam-turbines that drive such alternators, for all hydraulic power systems, pneumatic systems, control systems, alarm systems and emergency systems.
Certificate III level:
Integrated Rating - Trainees will be working in entry level positions in the maritime industry as a general crew member on a ship, carrying out maintenance and lookout duties on decks and in commercial ship engine rooms. Integrated ratings steer a vessel under the direction of the officer of the watch and work in the engine room under the direction of engineering officers. For certification as an Integrated Rating as described in Marine Orders Part 3: Seagoing Qualifications under the Australian Navigation Act 2012 check with the Australian Maritime Safety Authority (AMSA), additional requirements may be necessary. Certificate IV level:
Chief Integrated Rating - Trainees supervise Integrated Ratings and allocate labour to ensure effective, safe and timely completion of all deck operations and general maintenance aboard a marine vessel.
Advanced Diploma level:
Marine Engineering Class 1 - Trainees will be working as an Engineer Class 1 in the maritime industry on ships powered by main propulsion machinery of any propulsion power in any operating area. For certification as an Engineer Class 1 as described in Marine Orders Part 3: Seagoing Qualifications under the Navigation Act 2012 by the Australian Maritime Safety Authority (AMSA), additional requirements may be necessary. Master Unlimited - Trainees will be working as a Master in the maritime industry on ships of any gross tonnage in any operating area. For certification as a Master (Unlimited) as described in Marine Orders Part 3: Seagoing Qualifications under the Navigation Act 2012 by the Australian Maritime Safety Authority (AMSA), additional requirements may be necessary. Certificate III level trainee - Vessel Traffic Services Officers (VTSO’s) are responsible for delivery of Australian Maritime Safety Authority (AMSA) accredited Vessel Traffic Services (VTS) to ensure the safe, efficient and compliant movement of vessels within a Port.
VTSO’s are responsible for all scheduling, communication and visual surveillance relating to ship movements and port activities whilst acting as a liaison between the Port Authority, vessels, agents and other port stakeholders during the daily coordination of shipping related activities.

Applications under the Apprenticeship and Traineeship Act 2001 to establish apprenticeships whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. This qualification is suitable for delivery in schools:

The marine industry is tightly regulated by a range of international, national and state/territory conventions, codes and legislation. These regulations, license arrangements and codes of practice pertain to many different aspects of operations including safety, health, hygiene, security, anti-discrimination, equal employment opportunity, quarantine, and customs and immigration.
Examples of regulations relevant to various standards in the Training Package for maritime qualifications include but are not limited to Australian Marine Orders and the International Maritime Dangerous Goods Code. Evidence of sea time/service on board a vessel will be required to obtain a certificate of competency from the Australian Maritime Safety Authority.
The regulator takes the lead in maritime safety regulation, maritime environmental emergencies and maritime and aviation search and rescue, as well as promoting and implementing safety and environmental policies.

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualifications units of competency.
From 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
