Traineeships
The Diploma is for those trainees in bus and coach operation job roles within the transport and logistics industry. Possible job titles relevant to this qualification include:
- Fleet Manager
- Operations Manager
- Passenger Service Delivery Manager
- Service Delivery Manager
Certificate II level trainees will work as licensed drivers of vehicles within the transport and logistics industry. Core units give introductory practical skills and knowledge in areas such as handling cargo and stock, equipment checking and maintenance, applying fatigue management strategies, carrying out basic workplace calculations and interpreting road maps and navigating pre-determined routes.
Trainees will then apply electives, including specific licensing and industry units, to particular job roles of general driver, community services, medium freight, taxi and tow truck. The qualification may provide graduates with employment as express driver, pickup and delivery, courier, taxi truck driver and taxicab driver.
Certificate III level trainees will advance their core skills and knowledge to achieve competencies for job roles including line haul driver, local heavy general freight driver and interstate driver. Included in the training will be industry and licensing units to qualify graduates to be employed in heavy general freight, vehicle inspection, bus operations, transporting refrigerated stock, piloting oversized vehicles and inspecting and storing trucks for storage of liquids, dangerous goods, livestock and wood products.
Certificate II level trainees may be engaged in general operations within the furniture removal environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes. Trainees may be employed as Furniture Removalists.
Certificate III is designed for furniture removal job roles within the transport and logistics industry.
Certificate III is a qualification for a person who carries out the duties of a locomotive assistant on a heritage locomotive or fireman on a steam locomotive.
This job involves the performance of a broad range of skilled applications applied in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others.
Job roles
This qualification is aligned to the following defined roles:
- Group A: Heritage Locomotive Assistant
- Group B: Steam Locomotive Fireman.
No licensing, legislative or certification requirements apply to this qualification at the time of publication.
Certificate III level trainees may work as international freight forwarding operators. They would learn the basic principles of workplace communication, how to estimate and calculate mass, area and to quantify dimensions, comply with occupational health and safety procedures, the use of info technology devices in the workplace and how to complete and check import/export documentation.
Certificate III level trainees will learn how to drive a light rail train or tram or operate a monorail within a metropolitan or suburban transport environment. They will learn a broad range of skilled applications applied in a wide variety of contexts, which may involve some discretion and judgement in selecting equipment, services, or contingency measures.
Diploma level trainees may work as logistics managers in transport and logistics. At this senior operation level, they will be engaged in the integrated management of logistics. Trainees will judge what is required in planning and selecting appropriate equipment, services and techniques for themselves and others. They will participate in the development of strategic initiatives as well as assume personal responsibility and autonomy in performing complex technical operations or organising others. Trainees may participation in teams, including those concerned with planning and evaluation functions, as well as coordinating groups.
Certificate III is a general qualification for a person engaged in the installation and maintenance of mechanical rail signalling equipment. It involves a broad range of skilled applications in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others.
Certificate III level trainees will learn to:
- work safely at heights and around power sources, services and assets
- monitor plant and equipment in an environmentally sustainable manner
- maintain mobile cranes
- shift materials safely using manual handling methods
- follow mobile crane and accident emergency safety procedures
Certificate IV level trainees will advance their skills and knowledge to assume more senior roles in the workplace. Successful completion of the qualification will require competence in units of competency that relate to the job role requirements defined as aligned at AQF level IV.Road Transport Car Driving Instruction.
Certificate IV level trainees train and demonstrate a broad range of heavy vehicle driving skills and their application. They learn to evaluate and analyse current practices, to develop new criteria and procedures for performing current practices, and to provide some leadership and guidance to others in applying skills and planning skill development. This qualification is a requirement for certification as a Motor Vehicle Driving Instructor, in NSW licensing and regulatory requirements.
Certificate IV level trainees train and demonstrate a broad range of car driving skills and their application. They learn to evaluate and analyse current practices, to develop new criteria and procedures for performing current practices, and to provide some leadership and guidance to others in applying skills and planning skill development. This qualification is a requirement for certification as a Motor Vehicle Driving Instructor, in NSW licensing and regulatory requirements.
Certificate II level trainees are generally engaged in basic operation within the rail infrastructure environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes.
Certificate III level trainees may work in rail testing, track construction, track examination, track maintenance, track welding and turnout construction. They will advance their industry skills and knowledge by learning to:
- present routine workplace information
- implement and monitor occupational health and safety procedures
- apply quality systems
- implement and monitor environmental protection policies and procedures
Certificate IV level trainees may work in rail track, rail track surfacing or rail structures and they will be engaged in the provision of infrastructure construction and/or maintenance activities on rail networks. A broad range of skills will be required including high-level decision making process, evaluating and analysing current practices, developing new criteria and procedures for performing current practices, and providing leadership and guidance to others in the application of the skills and knowledge. This qualification is suitable for a variety of job roles in the fields of: Rail Track Working, Rail Track Surfacing or Rail Structures. Possible job titles are: special ganger, leading hand, team leader, work group leader, supervisor, possession officer.
Certificate III trainees will be engaged in the tram or light rail infrastructure environment and perform tasks involving a broad range of skilled applications applied in a wide variety of contexts. It may also include responsibility for coordinating the work of others.
Certificate IV level trainees' job roles and titles vary across different sectors. Possible job titles for this qualification include: train controller, network controller and area controller.
Certificate IV level trainees undertake rail safety investigations within the rail industry in accordance with regulator, rail industry standards, rules and operational procedures.
Certificate IV level qualification is for those engaged in the management of safety within the rail industry. This qualification requires a broad range of skilled applications within the rail safety environment. It also requires the skills and knowledge to evaluate and analyse current practices, to develop new criteria and procedures and to provide some leadership and guidance to others in their work.
Certificate III trainees undergo training of a general nature for working in the rail infrastructure environment. In job roles of steel/concrete/masonry structures maintainer or senior structures maintainer, they will learn to check and repair structures. Trainees will also be able to:
- present routine workplace information
- apply and monitor occupational health and safety procedures
- use communications systems
- implement structures maintenance and installation of minor structures
- practice and monitor environmental protection policies and procedures
Trainees may be responsible for coordinating the work of others.
Certificate II level trainees will drive a medium to heavy rail track vehicle from one location to another over main line track. It involves a broad range of skilled applications in a wide variety of contexts, which may involve application of some discretion and judgement in selecting equipment, services or contingency measures. It may also include responsibility for coordinating the work of others. Trainees may be employed as Track Vehicle Operator/Driver and Track Machine Driver.
Certificate II level trainees will engage in basic operations within the rail yard/terminal environment undertaking a range of tasks involving known routines and procedures, and taking some responsibility for the quality of work outcomes. Trainees may be employed as Shunters or Terminal Operators.
Stevedoring involves transporting materials between dockside and ship's deck or hold and to perform the necessary rigging, lashing, and stowing.
Certificate III level trainees will work as industry specialists in roles of stevedore crane operators or stevedore team leaders. They will advance their skills through learning to:
- check and assess operational capabilities of equipment
- estimate/calculate mass, area and quantify dimensions
- undertake rigger and dogger and driver communication
Certificate II level trainees may work as logistics support officers and logistics clerks or warehouse operatives. Trainees will learn to deliver customer service, follow occupational health and safety procedures and work in a socially diverse environment and will learn how to:
- coordinate goods for distribution to customers
- use inventory systems to conduct stock counts
- apply product knowledge to organise receipts and dispatches.
Certificate III level trainees in supply chain operation will select from one of three streams: general, logistics or warehousing. Overarching activities include following known routines, methods and procedures, where some discretion and judgement is required in selecting equipment, services or contingency measures within known time constraints. It may also include responsibility for coordinating the work of others. Trainees will learn to:
- check and maintain equipment
- handle cargo and stock loads
- communications and calculations
- determine and manage resources
- operate quality systems.
Supply Chain warehousing operations involves receiving and storing goods in warehouses until they are required and then preparing the goods for transportation.
Certificate IV level trainees, as warehouse operators, will lead and guide others in the application and planning of related tasks. The role will include evaluating and analysing current practices and developing new criteria and procedure for performing current practices.
Successful achievement of the licensing units within the qualification must align with applicable licensing and regulatory requirements.
Certificate IV level trainees. logistics coordinators and logistics supervisors in the transport and logistics industry. In furthering their industry competencies, they will learn to perform a broad range of skilled applications including requirements to evaluate and analyse current practices and to develop new criteria and procedures for performing current practices. Trainees may provide leadership and guidance to others in the application and planning of the tasks.
Certificate II level trainees will be engaged in basic operations in the rail infrastructure environment undertaking track protection activities including known routines and procedures, and taking some responsibility for the quality of work outcomes. Possible job titles relevant to this qualification include: track protection officer and hand signaller.
Certificate III level trainees will be engaged in the rail infrastructure environment, involved in track protection including some discretion and judgement in selecting equipment, services or contingency measures. Trainees may also be required to be responsible for coordinating the work of others. Job roles and titles vary across different sectors. A possible job title relevant to this qualification is track protection officer.
Certificate IV trainees will be traffic operators within the transport and logistics industry. Trainees may be employed as Tunnel Road Operators and Open Road Operators.
Certificate III in Terminal Train Driving is a general qualification for a person engaged in terminal train driving. This qualification requires the application of a broad range of knowledge and skills in varied contexts to undertake skilled work within a terminal train driving environment. This qualification requires the skills and knowledge to:
- Interpret and action available information
- Apply and communicate known solutions to a variety of predictable problems and to deal with unforeseen contingencies using known solutions
- Provide technical information to a variety of specialist and non-specialist audiences
- Undertake routine and some non-routine tasks in a range of skilled operations.
Certificate IV in Train Driving trainees will work in the control of tram/light rail networks and requires a broad range of skilled applications within the rail control environment. Trainees will learn skills and knowledge to evaluate and analyse current practices, to develop new criteria and procedures and to provide some leadership and guidance to others.

TLI32121 Certificate III in Rail Structure
The entry requirement for this qualification is TLI27121 Certificate II in Rail Infrastructure (Structures) or relevant industry experience gained by working in the rail infrastructure (structures) environment.
TLI32721 Certificate III in Track Protection
The entry requirement for this qualification is TLI21921 Certificate II in Track Protection or relevant industry experience gained by working in the rail infrastructure environment providing track protection services.
TLI37122 Certificate III in Rail Infrastructure
The entry requirement for this qualification is Certificate II in Rail Infrastructure, or relevant industry experience gained by working in the rail infrastructure environment.
TLI47121 Certificate IV in Rail Infrastructure
The entry requirement for this qualification is one of the following:
- Certificate III in Mechanical Rail Signalling, or
- Certificate III in Rail Structures, or
- Certificate III in Rail Infrastructure, or
- Certificate III in Track Protection, or
- relevant industry experience gained by working in the rail infrastructure environment.
On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship/traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications to establish traineeships whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

- Storage Services and Wholesale Award 2020
- Rail Industry Award 2020

All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The transport and logistics industry is tightly regulated by a range of international, national and state/territory conventions, codes and legislation. These regulations, license arrangements and codes of practice pertain to many different aspects of operations including safety, health, hygiene, security, anti-discrimination, equal employment opportunity, quarantine, and customs and immigration.
TLIr14.0 Transport and Logistics Training Package incorporates licensing requirements where possible. Examples of regulations relevant to various standards in the training package include but are not limited to:
- relevant state/territory roads and traffic authority driving regulations and licence/permit requirements including mass and loading regulations and state/territory oversize/mass pilot/escort permit requirement
- fatigue management regulations and codes of practice
- relevant state/territory road rules
Persons employed in the transport and logistics industry need to fulfil competency and training requirements as detailed in the regulations relevant to their occupation. People assessed as complying with these requirements are usually provided with some form of certification by the respective authorities. These are certificates required by the relevant state/territory or Australian legislation or international code or convention before a person can be allowed to work in the occupation covered under the legislation.
Driving Operations
Successful completion of the licensing units within the Certificate II and Certificate III qualifications must align with licensing and regulatory requirements applicable to driving and state regulatory requirements.
Dangerous goods and high risk work
Storage and Handling of Dangerous Goods Code of Practice and High Risk Work licences issued by SafeWork NSW.
Mobile Crane Operator
Trainees need a high risk work licence if they want to operate cranes in NSW.
The types of cranes licenced are:
- bridge and gantry cranes
- derrick cranes
- non slewing mobile cranes greater than three tonnes capacity
- portal boom cranes
- self erecting tower cranes
- slewing mobile cranes
- tower cranes
- vehicle loading cranes.
- concrete placing booms
Before a trainee can apply for a national licence to perform high risk work to operate any of these cranes, a registered training organisation (RTO) must assess their training, skills and knowledge using the relevant national 'assessment instrument' under realistic workplace conditions.

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualifications units of competency.
On1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned*.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
