Traineeships
Certificate III in Fenestration - Trainees will use a range of equipment and provide support functions directly related to producing products, anticipating problems and solving a range of foreseen and unforeseen problems. This is a competency-progressively paid qualification. Trainees work under supervision in manufacturing windows and doors within dwellings and commercial properties in compliance with fire and construction standards. Duties include assembly, quality checking and testing and final fabrication of fenestration products and hardware. Building materials include timber, aluminium or uPVC windows and doors to Australian standards.
Certificate III and IV trainees have five available pathways:
- CAD/Drafting
- Manufacturing Operations
- Laboratory Operations
- Technical Officer
- Polymer Technology
Computer Aided Drafting (CAD)/Draftingtrainees learn:
- CAD and traditional drafting principles
- information technology
- manufacturing processes and operations
On successful completion, the trainee can be employed as a Detailed Draftsperson or CAD Operator.
Manufacturing Operationstrainees learn:
- industrial engineering
- production planning
- supervision and teamwork principles
On successful completion, the trainee can be employed as a Production Planner, estimator or continue through further on and off the job study to a management role.
Laboratory Operations trainees learn:
- laboratory operations
- quality and testing functions
On successful completion, the trainee can be employed as a Junior Scientific Officer or a Technician.
Technical Officer trainees learn:
- general manufacturing-based skills
- specific technical knowledge in areas such as rubber, plastics, or cast metal units
On successful completion, the trainee can be employed as a Technical Officer in their relevant industry.
Polymer trainees will have opportunities in the plastics, rubber and cable making processing industries to develop high level technical skills in their workplace. The trainees develop wide variety of competencies most of which are complex and non-routine. The skills involve:
- planning
- developing procedures
- training and practice evaluation
Metallurgy trainees learn how to experiment, analyse and interpret the structure and engineering properties of raw and processed materials. They will learn:
- techniques for extracting metals and alloys by high temperature smelting or leach precipitation
- how to organise the recovery of samples from various stages of processing for laboratory analysis and testing
Trainees’ duties in process manufacturing may involve:
- assembling and organising materials
- chemically cutting or joining materials
- packaging goods
- loading and unloading goods
- using cranes and gantries to shift loads
The qualifications have been developed for use across the three process manufacturing sectors of:
- chemical, hydrocarbons and refining
- plastics, rubber, and cable making
- manufactured mineral products
Certificate II level trainees could work in support roles directly related to producing products. They will learn to:
- participate in environmentally sustainable work practices
- work safely
- process and record information
Certificate III level trainees could work as advanced production workers. Building on competencies previously achieved, they will learn to:
- use a range of equipment and provide support functions directly related to producing products
- operate across more than one category within process manufacturing or 'specialised processes' and elsewhere when required
- undertake more advanced roles, working in accordance with the operating procedures
Certificate IV level trainees could work as advanced production workers. They will learn to:
- operate across more than one category within process manufacturing or other product conversion processes in manufacturing
- work independently
- implement technical and theoretical problem-solving techniques according to the needs of the work required to produce products
- use a range of equipment
- perform a range of high level technical operations and manufacturing tasks required for producing products
Trainees diagnose, inspect, adjust, repair, or overhaul recreational vehicles including travel trailers. They specialise in maintaining gas, electrical, hydraulic, plumbing, or chassis/towing systems as well as repairing generators, appliances and interior components.
Certificate III in Recreational Vehicle Manufacturing - this is a trade-level qualification and trainees would be expected to work under supervision manufacturing recreational vehicles, including: motor homes, caravans, camper trailers, slide-ons, and fifth wheelers.
Certificate III in Recreational Vehicle Service and Repair - this is a trade-level qualification and trainees would be expected to work under supervision servicing and repairing recreational vehicles, including: motor homes, caravans, camper trailers, slide-ons, fifth wheelers
Certificate III in Surface Preparation and Coating Application - trainees may be involved in:
- preparing surfaces for initial application of protective coatings
- applying liquid protective surface coatings
- the reapplication of protective coatings
- abrasively blasting clean surfaces to Australian Standard requirements
- applying solid polymer surface coatings

On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
- Training Services NSW issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications under the Apprenticeship and Traineeship Act 2001 to establish a traineeship, whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that the appropriate industrial arrangements are in place.

The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. Manufacturing Skills Australia (MSA), the NSW Industry Training Advisory Body, has advised that traineeships linked to the Manufacturing Technology qualifications will be promoted within the context of a Technology Cadetship. This is an initiative of the Australian Industry Group designed to encourage more school leavers to pursue careers in the manufacturing industry.
In New South Wales there are licensing requirements in plumbing, electrical, gas-fitting, air-conditioning and welding that may impact on the manufacturing, service and repair of recreational vehicles.
The following are some areas of work for which a licence may be required:
- LP gas or putting in place tubing and fittings for the use of LP gas
- electrical fitting
- operation of vehicles, machinery and equipment such as motor vehicles and forklifts.

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualification units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
