Traineeships
Certificate III level trainees will learn the task of cleaners responsible for undertaking a range of routine and non-routine tasks according to work schedules, liaising with clients and in some cases members of the public, and operating in a range of general residential and commercial settings as well as specialist cleaning environments. Once deemed competent, the cleaner may work independently with minimal supervision, and has responsibility for selecting, preparing and using appropriate cleaning methods for a range of cleaning situations while ensuring safe work practices.
Certificate IV trainees will be cleaning industry personnel acquiring well developed skills and a broad knowledge base in a wide variety of cleaning management contexts. Trainees may be responsible for wide-ranging operational cleaning management activity and for limited supervision of staff, providing quotations, planning and overseeing work, and providing customer support.
Certificate II level trainees will work as fire equipment service technical assistants responsible for non-trade installation and regular servicing of fire protection equipment and systems. Trainees will inspect, test and maintain a range of fire protection equipment and systems either in the field and/or in a workshop.
Certificate III level trainees will work as fire protection equipment service technicians responsible for non-trade installation, commissioning and complex servicing of fire protection systems. Trainees may specialise in installing and commissioning pre-engineered fire-suppression systems; installing gaseous fire-suppression system containers and actuators; or conducting complex servicing of fire protection systems.
At the Certificate II and III level trainees duties may include:
- Identifying types of installed fire safety equipment and systems
- Demonstrating first attack firefighting equipment
- Preparing for installation and servicing operations
- Maintaining quality of work and promote continuous improvement
Certificate III is an entry-level qualification that provides training for swimming pool and spa technicians to routinely maintain swimming pools and spas in domestic, commercial and public settings.
Certificate III level trainees will learn to provide quotations and deliver urban pest management programs while maintaining equipment in a storage area and/or controlled urban pest management vehicle.
Certificate III level trainees will gain a variety of skills in the waste management industry including customer service, occupational health and safety policies and procedures, identification of hazards and environmental care. Other skills gained, depending on the electives chosen, are rehabilitate landfill site, implement a waste management plan, determine waste management services and maintain asset management records and control. Some situations may require a licence to drive a Heavy Rigid Vehicle.
Certificate IV level trainees will gain a variety of skills in the waste management industry including customer service, occupational health and safety policies and procedures, identification of hazards and environmental care. Other skills gained, depending on the electives chosen, are developing waste management plans, developing environmental strategies, organising and monitoring waste management operations. Some situations may require a licence to drive a Heavy Rigid Vehicle.
Certificate III level trainees will learn to:
- work with spatial data
- read, interpret and apply maps
- carry out basic spatial data acquisition techniques using Geographical Positioning Systems (GPS), Electronic Distance Measuring equipment, Geographic Information Systems, aerial photo interpretation, and computer aided drafting
Certificate IV level trainees will learn to:
- maintain spatial systems
- store and retrieve spatial data
- collect basic GPS data
- read and interpret basic image data and maps
- obtain, maintain and validate existing spatial data
- operate relevant computing packages
- maintain workplace safety in the property industry
Certificate IV level trainees will learn to:
- maintain spatial systems
- store and retrieve spatial data
- collect basic GPS data
- read and interpret basic image data and maps

Diploma level trainees will learn to:

Surveying is about the measurement, management, analysis and display of spatial information to describe the earth, its physical features and the built environment.
Graduates could work in land management, civil and structural engineering, asset management for local government or mining companies or helping police at crime scenes.
Certificate IV trainees will learn to:

- survey computations
- validate, store and retrieve spatial data

Diploma level trainees will learn land and planning law and how to:

On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications to establish traineeships whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.
All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission. The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Fair Work Commission.

Asset Maintenance
Cleaning Operations - There are no licensing requirements for Cleaning Operations.
Fire Protection Inspection and Testing - There are no licensing requirements for the Fire Protection Inspection and Testing Sector, as the Certificates II and III in Fire Protection Inspection and Testing apply only to the non-trades areas.
Note: Installation of Wet Sprinkler Systems - While the installation of wet sprinkler systems does not fall within the ambit of this VTO, it should be noted that persons engaged in the installation of wet sprinkler systems must be qualified plumbers and must hold the appropriate licence. Fair Trading NSW licenses plumbers and drainers under the Home Building Act 1989, and all plumbing and drainage work must be completed by a person who holds a licence, qualified supervisor certificate or tradesperson certificate. Swimming Pool and Spa Service - Swimming pool repairs and servicing is a licensed occupation in NSW. The CPP31218 Certificate III in Swimming Pool and Spa Services is the ONLY licensing qualification in NSW. Possession of the CPP41319 Certificate IV in Swimming Pool and Spa Services does NOT meet NSW licensing requirements. For licensing purposes, swimming pool repairs and servicing covers all internally reticulated pool plumbing not connected to a potable water source, equipment installation (filters, skimmers etc), solar heating installation, acid washing and pool cleaning etc. It also includes any additions, alterations and repairs of a non-structural nature and the painting or surfacing (rendering or application of surface coatings) to a pool or a spa. It does not include any work related to paving, decking, landscaping or fencing associated with a pool or spa installation. Further information is available from NSW Fair Trading.
Urban Pest Management - Licensing requirements apply to the Urban Pest Management sector. Technicians/operators are required to be licensed by NSW Environment Protection Authority (NSW EPA). The occupational use of pesticides and fumigants in NSW requires a urban pest management technician or fumigation certificate of competency. These are issued to individuals with a relevant qualification or statement of attainment issued in accordance with the national standard for licensing urban pest management technicians.
For registered training providers which can deliver apprenticeship and traineeship qualifications go to training.gov.au. A list of training organisations which are in contract with the NSW Department of Education to be paid for the delivery of the training is here. When developing training plans, registered training organisations should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training plans should be customised so that the workplace activities support and align with the qualification units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
