Apprenticeships
Certificate IV apprentices work as beauty therapists to provide a range of beauty therapy treatments and services, including lash and brow treatments, nail services, make-up, massage and waxing. Apprentices’ are to be clearly identified to all clients and may communicate with clients to recommend treatments and services and sell retail skin care and cosmetic products.
Apprentices’ perform routine and non-routine activities and solve non-routine problems applying and adapting technical skills and knowledge and use judgement in the provision of beauty treatments and services. In the final year of their apprenticeship they may work largely independently when competencies have been delivered by the RTO and these competencies are endorsed by the employer on the apprentices’ training plan.
Work is typically conducted in beauty salons and spas where a qualified member of staff is onsite to provide instruction and subject matter expertise as required. Supervisors review and approve apprentices work and are responsible for all treatments conducted by the apprentice.
Certificate III apprentices employed as hairdressers use a range of well-developed sales, consultation and technical skills and knowledge to provide a broad range of hairdressing services to clients. They use discretion and judgement to provide client services. On-site supervisors review and approve apprentices work and are responsible for all services conducted by the apprentice. This qualification provides a pathway to work as a hairdresser in any industry environment, usually a salon.
Certificate III apprentices, employed as barbers provide sales, consultation and technical skills and knowledge to provide a broad range of barbering services. These apprentices acquire a range of well-developed technical and customer service skills where discretion and judgement are required. This includes consultation on shaving, men's grooming and creating haircut structures. On-site supervisors are to review and approve apprentices work and are responsible for all services conducted by the apprentice. Work is typically conducted in a barber shop or salon.
Traineeships
Certificate III trainees employed as make-up artists design and apply make-up for a range of purposes and occasions across the beauty, fashion, media and entertainment industries. These individuals possess a range of well-developed technical and consultation skills where discretion and judgement are required. On-site supervisors review and approve trainees work and are responsible for all services conducted by the trainee. This includes working cooperatively with a range of individuals including photographers, fashion stylists and media production staff.
Work is typically conducted as part of a team or on a freelance basis in settings such as make- up studios, retail cosmetic counters, fashion and media sets and photography studios.
Certificate III trainees employed as nail technicians will provide manicure and pedicare services, including the application of nail art and acrylic and gel nail enhancements. These individuals possess a range of well-developed technical and customer service skills where discretion and judgement are required. on-site supervisors review and approve trainees work and are responsible for all services conducted by the trainee. Work is typically conducted in nail and beauty salons.
Certificate II trainees employed in the role of retail sales personnel are involved in a range of tasks to sell and demonstrate beauty or cosmetic products. They follow known routines and procedures and work under direct supervision. This qualification provides a pathway to work as a retail sales consultant in any business that sells beauty or cosmetic products and services. This can include beauty and hairdressing salons, retail outlets and department stores.
Certificate II trainees employed as salon assistants learn a defined and limited range of basic skills and knowledge used in hairdressing salons by individuals who provide assistance with client services. These routine and repetitive tasks are completed under direct supervision and with guidance from hairdressers who manage client services. The combined skills and knowledge do not provide a job outcome as a hairdresser as this qualification is intended to prepare individuals for further training.

Traineeships
On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications under the Apprenticeship and Traineeship Act 2001 to establish an apprenticeship or traineeship, whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.
Apprentices and trainees may be employed under the Hair and Beauty Industry Award 2020.
All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. Educational Pathways Program (EPP) ^
This model is only available to those students participating in the School Based Apprenticeship (SBA) Educational Pathways Project (EPP). This program allows students at participating public schools to commence a SBA between Term 4, Year 11 and the first week of Term 1, Year 12. Participants are required to undertake 50% of the normal SBA Stage 1 requirements, and in return, are able to accrue two units of credit to the HSC and 6 months credit to their apprenticeship. There are no licensing requirements applicable to hairdressing. However, under Part 2 of the Hairdressing Act 2003 (NSW) only qualified people are permitted to work as hairdressers. Section 3 of the Act states that an individual must not provide hairdressing services "for fee, gain or reward unless the individual is qualified to act as a hairdresser".
To operate in New South Wales, Beauty Service operators must comply with the following Acts and Regulations:
Body decorating and grooming practices that do not deliberately pierce the skin are not regulated. For information about body decorating and grooming practices that are subject to regulation, see NSW Health's webpage Skin Penetration Industry.

When developing Training Plans, registered training providers should ensure that the training program satisfies the qualification packaging requirements and at the same time, reflects the nature of the business. Training Plans should be customised so that workplace activities support and align with the qualification units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
