Traineeships
Certificate IV level trainees in Government Heavy Vehicle Road Compliance will work in operational roles undertaking heavy vehicle road compliance inspections, will gain occupational specific competencies. Trainees will be able to apply a broad range of specialised knowledge and skills in the specific contexts relating to the provision of heavy vehicle road compliance services. Skills will also be acquired to operate without supervision in a government compliance inspection environment.
Certificate III level trainees will gain entry-level competencies for a career in the public sector, with a particular focus on meeting the ethical and legislative requirements of public service while undertaking a diverse range of work activities which are generalist in nature.
Certificate IV level trainees will attain occupational specific competencies for working in operational roles with supervision in the public sector. Trainees at this level will apply knowledge and skills to demonstrate autonomy, judgement and limited responsibility with established parameters.
- The generalist qualification is particularly suited to those working in an environment requiring multi-skilled personnel and/or small or regionally based organisations.
- The human resources management specialisation covers the skills required for working within a human resources field in the public sector.
- The injury rehabilitation management specialisation covers the skills required for those working as rehabilitation practitioners within an injury management field in the public sector.
- The revenue administration specialisation covers the skills required by those working as public fund administration officers.
- The regulation specialisation covers the skills required for those working within a regulation and compliance field in the public sector.
Diploma level trainees will gain competencies for independent and self-directed work in the public sector. They will work within a range of responsibilities which are varied in nature rather than within a narrow specialisation and/or work in a small or regional based organisation.
Trainees may specialise in one of the following areas:
- The injury management specialisation covers the skills required for working as injury management case manager in the public sector.
- The workplace inspection specialisation covers the skills required for those responsible for the conduct of statutory investigation and enforcement requirements under any legislative framework such as work health and safety, workers' compensation, injury management or workplace relations.
- The policy development specialisation covers the skills required to develop organisational and public policy within the public sector.
Certificate IV level trainees who are working unsupervised in operational roles and undertaking government investigation related functions, will gain occupational specific competencies in meeting the ethical and legislative requirements of the Public Service. Trainees will gain a broad range of specialised knowledge and skills within the investigations and regulatory compliance environment and will be responsible for ensuring statutory compliance with the requirements of legislation, regulations and organisational policy.
Certificate IV level trainees will gain a broad range of occupational specific competencies in the procurement of goods and services. Trainees will gain the skills required to operate unsupervised in procurement and contracting environment areas.
Diploma level trainees will gain competencies for independent and self-directed work as a procurement and contract manager in the public sector. Individuals will be able to apply integrated technical and theoretical concepts in a broad range of contexts to undertake advanced skilled duties in a procurement and contracting environment.

- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship or traineeship prior to the nominal completion date of the training contract or;
- Training Services may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Applications under the Apprenticeship and Traineeship Act 2001 to establish an apprenticeship or traineeship whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.
Trainees may be employed under the following awards:

- Crown Employees (Public Sector - Salaries) Award 2021
- Educational Services (Post-Secondary Education) Award 2020
- Educational Services (Schools) General Staff Award 2020
- Local Government (State) Award 2020
All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. Workers and learners undertaking work or placements in facilities within NSW Juvenile Justice Agencies must comply with the NSW Juvenile Justice recruitment processes.
Where the nature of any employer's activities is child related and the employer is taking on a trainee, the employer must comply with the NSW Commission for Children and Young People's Working with Children Check.

When developing training plans, registered training organisations should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training plans should be customised so that the workplace activities support and align with the qualification units of competency.
On 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
Training Services and Australian Skills Quality Authority (ASQA) transition arrangements are aligned and applied retrospectively from 1 September 2015.
Registered training organisations (RTOs) may commence training in either the new or superseded qualification but must meet the requirements of ASQA. For more information refer to ASQA's General Direction - Learner Transition.
