Traineeships
Fitness qualifications cover activities including health screening and health promotion, fitness programs, client health assessment, gym programs, group exercise sessions, water based fitness programs, exercise programs for children, adolescents and the elderly, personal training sessions and health promotion activities.
Certificate III level reflects the role of group and gym fitness instructors who perform a range of activities and functions within the fitness industry. Depending on the specialisation chosen, this qualification provides a pathway to work as a fitness instructor to plan and deliver group exercise sessions and develop gym-based programs for individuals in such settings as fitness facilities, gyms, leisure and community centres. They will work in predictable environments under general supervision where risks are managed through pre-existing risk assessment and hazard control processes.
Certificate IV level reflects the role of personal trainers who have specialist skills to develop, instruct and evaluate personalised exercise programs for generally healthy, low risk clients to achieve specific fitness goals.
Personal trainers work independently using highly developed fitness skills and knowledge in both routine and unpredictable situations. Their well-developed communication and collaboration skills are used to interact with clients and health professionals to improve fitness outcomes.
This qualification provides a pathway to work as an employed or self-employed personal trainer in setting such as fitness businesses including fitness centres, gyms, aquatic facilities, community facilities and open spaces where risk management (through risk assessment and hazard control processes) do not already exist.
Outdoor recreation and outdoor leadership qualifications cover activities including abseiling, archery, bushwalking, canoeing, caving, cycling, equestrian, fishing, mountain biking, rafting, scuba, skiing, surfing, trail bike riding and yachting.
Certificate II level trainees will be able to assist with operational logistics and delivery of indoor and outdoor recreational activities while working under direct supervision and guidance from program managers and leaders. As assistants, they may also work in adventure learning centres and camps.
Certificate III level trainees will become competent outdoor recreation leaders able to lead and supervise participants in planned recreational activities that may be adjusted to suit the conditions or participant abilities.
They will develop leadership skills to manage group participation, cohesion, operational logistics, risk and problems as they arise. They will use discretion and judgement and work with some independence using clearly defined plans, policies and procedures to guide their work activities. Settings include indoor centres, outdoor adventure learning centres and camps or close to base in the field. They will have access to reliable communication systems and assistance from medical and emergency services.
Certificate IV level trainees will gain the technical skills and knowledge to work as highly skilled outdoor recreation leaders able to supervise participants in recreational activities according to activity plans. They will become proficient in recreational activity techniques and use developed leadership skills to manage group participation, cohesion, operational logistics, risk and problems as they arise.
They may work close to base and in remote areas distant from support. Communications systems and medical and emergency assistance may be unreliable and trainees will be expected to make high-level independent judgements about logistical, technical, safety and emergency response issues.
Sport qualifications cover activities including football, athletics, sports administration, basketball, cricket, coaching, golf, gymnastics, martial arts, netball, rugby league and union, soccer, squash, lifesaving, swimming, bowling, tennis and volleyball.
Certificate III level trainees in Sport Athlete will be working towards a career as an athlete at a regional, state or territory level in a specific sport, and where match-payments, prize money, grants or endorsements form the primary source of their income.
Certificate III level trainees in Sport Coaching will gain skills to become a sports or community coach at a regional, state or territory level. Trainees will learn to coach participants up to an intermediate level in a specific sport. It provides a pathway to a community coaching role working or volunteering at community-based clubs and sports industry organisations.
Certificate IV level trainees in Sport Development will gain the skills and knowledge for a career in sports development and be able to apply the skills and knowledge to pursue a career in sport development. Trainees will learn to:
- liaise with stakeholder groups to increase the profile of sport
- implement and administer junior sports programs or clinics within clubs and schools
- train coaches and teachers
- recruit young people, parents and volunteers to sports
- schedule competitions.
Sport, aquatics and recreation qualifications provide skills in the provision of sport, aquatics and recreation programs, grounds and facilities maintenance, operation of sport centres and grounds and the operation of aquatic and community recreation centres.
Certificate III level trainees will develop skills and knowledge required to deliver recreational services. Using discretion and judgement, they work with some independence and under limited supervision using clearly defined plans, policies and procedures to guide work activities.
Specialisations are available for customer service officers, recreation officers, pool lifeguards and swim teachers, but are not mandatory to achieve this qualification.
This qualification provides a pathway to work for any type of sport, aquatic or recreation organisation including commercial, not-for-profit, community and government organisations.
Possible occupations include:
- recreation officer
- activity operation officer
- sport and recreation attendant
- community activities officer
- leisure services officer
- pool lifeguard
- swim teacher.
Certificate IV level trainees will gain skills and knowledge to coordinate operational logistics for recreation services. It applies to senior technical and operational staff who work independently or with limited guidance from others. They take responsibility for their own work functions and outputs, and supervise the work of others.
Specialisations are available in customer service, aquatic technical operations, recreation programs and swim school coordination, but are not mandatory to achieve this qualification.
This qualification provides a pathway to work for any type of sport, aquatic or recreation organisation including commercial, not-for-profit, community and government organisations.
Possible occupations include:
- facility coordinator
- administration coordinator
- duty manager
- recreation coordinator
- swim school coordinator
- operations coordinator
- aquatic operations coordinator.
Sport and recreation qualifications provide skills in the provision of sport and recreation programs, grounds and facilities maintenance, operation of sporting centres and grounds and the operation of community recreation centres.
Certificate II level trainees in Sport and Recreation will gain skills to assist with the delivery of sport and recreation activities and complete a range of fundamental customer contact and maintenance duties. They work under direct supervision to complete mainly routine tasks.
This qualification provides a pathway to work for any type of sport, aquatic or recreation organisation including commercial, not-for-profit, community and government organisations.
Possible occupations include:
- customer service assistant
- leisure assistant
- recreation assistant
- retail assistant
- grounds assistant
- facility assistant.

Applications under the Apprenticeship and Traineeship Act 2001 to establish a traineeship, whether full-time, part-time or school based will not be approved unless the Commissioner for Vocational Training is satisfied that appropriate industrial arrangements are in place.

All private sector employers and employees in New South Wales are covered by the national industrial relations system administered by the Fair Work Commission (the Commission). The industrial instrument that applies is a national (modern) award or a current enterprise agreement registered with the Commission. On successful completion of the relevant qualification:
- parties may apply to the Commissioner for Vocational Training for completion of the apprenticeship and traineeship prior to the nominal completion date of the training contract or;
- Training Services NSW may issue letters from the Commissioner to both parties inviting them to consider competency based completion if it has received advice from the training organisation that the apprentice or trainee is eligible to receive their qualification.

Although there are no legislated, licencing or regulatory requirements, NSW Government has published Practice Note 15: Water Safety to help councils minimise risk associated with aquatic locations under their care and control.
It covers hiring appropriately trained staff for water safety duty, installing warning signage, complying with regulations, having suitable equipment available for emergencies and working with other water safety groups.
The Local Government Act 1993 provides for local government in NSW in the provision of goods, facilities, services, activities, and regulating and controlling activities.
The Marine Safety Act 1998 and the Marine Safety Regulation 2016 provide for the responsible operation of watercraft.
Other relevant laws around water safety include the Civil Liability Act 2002 and the Public Health Act 2010.
An employer who employees a person in a child related traineeship must ensure the person has undertaken all clearance checks as required via the NSW Office of the Children's Guardian: Application for a NSW Working with Children Check.
Young people under the age of 18 years working in child related employment are exempt from the requirement for a Working with Children Check (WWCC). However, once they turn 18, people working with children (including trainees and students undertaking a work placement) must have a WWCC clearance number. Businesses offering child-related employment, or hosting students undertaking work experience, can apply for a WWCC online for any employee/trainee/student aged 17 years 9 months or older. For further information see the NSW Office of the Children’s Guardian.
Where the nature of any employer’s activities is child related and the employer is taking on a trainee, the employer must comply with the NSW Commission for Children and Young People’s Working with Children Program.
All those serving alcohol must undertake Responsible Service of Alcohol training (addressed in the Training Package but subject to Licensing Authority restrictions on trainers and assessors). Employees must be at least 18 years of age to serve alcohol. For further information see Liquor & Gaming NSW.
The Casino Liquor and Gaming Control Authority requires occupational licensing for dealers who operate table games in licensed casinos. Trainees are required to have a licence which they can obtain following completion of Responsible Conduct of Gaming training (addressed in the Training Package but subject to the Casino, Liquor and Gaming Control Authority restrictions on trainers and assessors). Employees must be at least 18 years of age to participate in gaming. For further information see Liquor & Gaming NSW.

When developing training plans, registered training organisations should ensure that the training program satisfies the qualification packaging requirements and, at the same time, reflects the nature of the business. Training plans should be customised so that the workplace activities support and align with the qualification units of competency.
From 1 January 2015 the NSW Government introduced new fee arrangements for government subsidised vocational education and training (VET). Under Smart and Skilled, all apprenticeship and most traineeship qualifications are subsidised. For a full list of all the qualifications refer to the current NSW Skills List. Information on the types and levels of subsidies can be found in the Smart and Skilled Fee Administration Policy. Training for existing-worker trainees is not subsidised.
