Apprenticeship Support Network Information Bulletin
Aim
To provide greater flexibility and pathway options for Year 11 students by allowing them late access to a school based apprenticeship as part of their HSC.
Pilot Period
Beginning Term 4, Year 11 (12 October 2020) to 30 June 2022.
Target Schools/Students/Vocations
Schools - Public schools in the Ballina and Grafton (North Coast) and Liverpool/ Campbelltown/Cowpasture (South Western Sydney) areas. See the list of participating schools.
Students – Year 11 students wanting to make a late change to their HSC subject selection and undertake a school based apprenticeship.
Vocations – Eleven (11) vocations on the North Coast and eight (8) in South Western Sydney. See Attachment 2 for a list of available vocations. Additional vocations may be considered depending on TAFE NSW capacity.
Formal Training Delivery
TAFE NSW will deliver 50% of Stage 1 formal training during the HSC year, equating to 2 units of HSC credit (120 indicative hours).
Formal training for the school based component will commence at the beginning of Term 1 2021 and be finished by the end of Term 2 2021. Delivery modes and locations will vary depending on the qualification and may include:
- blended, online, connected and face-to-face delivery
- day or block release travel outside of the pilot location
In early February 2022 following the HSC year, students will join a TAFE NSW cohort of students who started their Stage 1 training in July 2021. They will then complete the 2nd half of Stage 1 as standard apprentices.

On The Job Training Delivery – School Based Component
Students will need to complete at least the minimum required on the job training days noted against the “50% of Stage 1 Model” in the relevant Vocational Training Order (VTO). These days need to be completed by 31 December of the HSC year.
Transition to full-time apprenticeship
Completion of the 50% of Stage 1 formal training AND the minimum required on the job training days by 31 December of the HSC year will entitle students to six months credit towards their full-time apprenticeship.
Training Contracts will automatically change from school based to full time on 1 January (post HSC year) consistent with current practices. Students will receive letters confirming transition to a full-time apprenticeship.
Students commence the 2nd half of Stage 1 formal training in Semester 1 of the year following the HSC. Stage 1 formal training should be completed by 30 June 2022.
Students must complete all elements of Stage 1 formal training and the required on the job training days before progression to Stage 2.
Application Process
Step 1 – TAFE NSW Enrolment
Schools must submit a ‘SBAT RTO Notification’ form to TAFE NSW by Week 9 Term 4 of Year 11 (11th December 2020).
Students who secure an employer over the Christmas break may still be considered for the pilot, but must contact their SBAT Mentor as soon as the new school year starts to review options.
No student will be allowed to commence TAFE NSW classes beyond Week 2, Semester 1 under this model.
If students miss the cut off dates, they are encouraged to speak to their Careers Adviser and SBAT Mentor to explore options outside of this model.
Step 2 - Training Plan
A Training Plan (latest version dated October 2020) must be lodged with the Training Contract and have the new 50% SBA model option selected (Part 2, page 2). The Training Plan should be developed and finalised by the first week of February 2021.
While the Training Plan must detail all UoCs to be undertaken during the apprenticeship, TAFE NSW is only required to record training start and end dates for the school based component. The nominated dates must indicate that 50% of Stage 1 formal training will be completed by the end of term 2 of the HSC year.
Part 4 of the Training Plan needs to show that students will be able to complete at least the minimum required on the job training days specified in the relevant VTO. Only on the job training days to be completed while at school need to be included.
Step 3 – Training Contract
A Training Contract application should be lodged with Training Services by the end of February 2021. The commencement date on the Training Contract cannot be before 12 October 2020 or later than 12 February 2021.
ANPs will calculate the nominal term based on the following formula: from the TC commencement date to 31 December HSC year + 6 months + balance of years (24 or 36 months).
