2018 Amendments to Government and Non-government School Registration Manuals

The Minister for Education has approved amendments to NESA’s registration Manuals in relation to the quality of student learning for all schooling sectors and provisions for conditions to be imposed on the registration of a non-government school.

The amended Manuals take effect with the publication of this Official Notice.

The Manuals are:

Government system: Registration Process for the NSW Government Schooling System Manual

Individual non-government: Registered and Accredited Individual Non-government Schools (NSW) Manual

Systemic non-government: Registration Systems and Member Non-government Schools (NSW) Manual

Quality of student learning – all schooling sectors

During Terms 3 and 4 2017, NESA reviewed the Manuals in relation to the newly introduced ‘quality of student learning’ provisions of the Act.

As a result, further amendments have been made to clarify this aspect of school registration.

The amendments relate to the requirements for teaching staff, curriculum, facilities and student welfare:

• section 4 of the Manual for the government schooling system
• sections 3, 4, 5 and 6 of the Manual for individual non-government schools
• sections 5, 6, 7 and 8 of the Manual for systemic non-government schools.

Conditions of registration – non-government schools

In 2017, provisions for the Minister to impose conditions on the registration of a non-government school were introduced.

The Manuals for non-government schools have been amended to provide more detail about when NESA may recommend that conditions be imposed on registration and NESA’s processes including an internal review process.

NESA has also published a supplementary document, Guidelines for Conditions of Registration on the RANGS website. These Guidelines provide information in relation to:

• identifying when conditions might be applied
• describing the process for NESA to apply conditions
• providing some examples of conditions that may be considered.

Publication of the amended Manuals

The web versions of the Manuals are the most up-to-date Manuals at any time.
