At the time of this report, the number of students engaging in online/distance/external initial teacher education (ITE) programs has grown in the past few years.
There was concern that the growth in student numbers is contributing to the current oversupply of teachers, particularly in primary education.
There was also a perception that some providers are capitalising on online learning for economic reasons. The rapid growth of online learning and the perceived motives of providers have prompted an enquiry into the quality of online programs.
