On 28 July 2023, the NSW Government announced that it had appointed the Hon Peter McClellan AM KC to lead a special ministerial inquiry into the circumstances surrounding the offences committed by former NSW correctional officer Wayne Astill.
On 13 September 2023, her Excellency the Honourable Margaret Beazley AC KC, Governor of the State of New South Wales in the Commonwealth of Australia, authorised the Hon Peter McClellan AM KC, as Commissioner, to conduct the inquiry as a Special Commission of Inquiry.
The Special Commission of Inquiry had been established under the Special Commissions of Inquiry Act 1983 (NSW), which provides the Commissioner’s inquiry with coercive powers to compel witnesses and seek evidence.
The Inquiry concluded with the delivery of the final report to Governor Margaret Beazley and Premier Chris Minns on 29 February 2024.
