Independent review of icare and SICG Act
Background to the Independent Review
The NSW Treasurer Dominic Perrottet and Minister for Digital and Minister for Customer Service Victor Dominello announced on 4 August 2020 that the scheduled five-year review into workers compensation would be brought forward.
The Independent Review was conducted by retired Supreme Court Judge, the Hon Robert McDougall QC.
The matters in scope for the review were:
- comprehensive organisational review of icare
- the structure and sustainability of the nominal insurer’s and treasury managed fund workers’ compensation scheme
- statutory review required by s32 of the State Insurance and Care Governance Act (SICG Act).

The report is divided into three parts, in line with the Terms of Reference:
- part 1 – the issues raised in the media and in Parliament (Part 1A) and the organisational review of icare (Part 1B)
- part 2 – the review of the government-managed workers compensation schemes
- part 3 – the SICG Act Statutory Review.
