FAQs
The Premier’s Flood Emergency Citation recognises the exceptional service and resilience demonstrated by volunteers and staff from emergency service organisations, defence force personnel, eligible community-based organisations and spontaneous volunteers (including ‘Tinny Army’ groups) who played a role in responding to the floods that affected many parts of the state from November 2021 to March 2023.
The Citation aims to recognise those who responded immediately during the emergency, with a direct response to protecting life and properties. The activities undertaken must include at least one or more of the following:
- front-line operational response
- incident management
- incident support.
Examples of emergency response includes:
- Any immediate help given to people and/or animals trapped by floodwater
- Filling and distributing sandbags to protect properties
- Assisting with evacuations from homes or other buildings
- Providing support at evacuation centres.
Emergency response does not include helping with the cleanup of properties after the floodwaters have receded.
The Premier’s Flood Emergency Citation 2022-2023 includes the following specific events:
- Southern and Western NSW floods: 9 November 2021 – 21 February 2022
- Northern NSW and Hawkesbury Nepean Valley floods: 22 February 2022 – 8 April 2022
- Greater Sydney and Hunter Valley floods: 27 June 2022 – 17 July 2022
- Southern and Western NSW floods: 2 August 2022 – 8 March 2023
Recipients of the citation will receive a letter of appreciation signed by the NSW Premier, the Minister for Emergency Services, and the NSW SES Commissioner, along with a pin and commemorative certificate.
The Flood Citation team will contact eligible organisations directly regarding nominations. If you are a member of an eligible organisation, the organisation is responsible for submitting a nomination on your behalf. Please contact your organisation directly to discuss your nomination.

- NSW emergency services organisations
- Interstate and international emergency services organisations who assisted the response
- Australian Defence Force
- Community-based organisations.
The Flood Citation team is contacting all eligible organisations directly, including all eligible community-based organisations. Please contact your organisation to confirm whether they have been contacted by the Flood Citation team and to find out how they will manage their nominations.

Thank you for your organisation’s valuable contributions.
Your organisation will be contacted by the Flood Citation team by 11 April 2025. If your organisation has not been contacted by that date, please have a representative from your organisation email the Flood Citation Team at floodcitation@ses.nsw.gov.au, briefly outlining the key actions personnel undertook during the flood response.
The team will then liaise with the Premier's Department regarding eligibility.
Upon nominations being validated and processed, awards will be sent to organisations for distribution (and individuals where required). The end to end process is anticipated to be approximately six months.
The citation should only be awarded to individuals once. If you are affiliated with more than one organisation, please advise these organisations to prevent potential duplication.
