Homes on a large or rural lot or impacted by landslide | Resilient Homes Program
Options for homeowners with large lot properties, properties in rural zones and/or impacted by landslide under the Resilient Homes Program.
Large lots and landslides
The Resilient Homes Program has grants available for homeowners on large lots greater than 2 hectares or who have homes that are not habitable due to a landslide.
Eligible homeowners may be eligible for one of the below grants:
- Retreat Grant – based on the value of the primary dwelling capped at $600,000 including GST
- Relocation Grant – up to $100,000 including GST towards the relocation of the home to safer land on or off the property
- Resilient Measures – a large lot or rural property may be assessed for these options where the dwelling meets the eligibility requirements of the Resilient Homes Program.

The Resilient Homes Program Guideline – Northern Rivers (PDF 331.34KB) and Resilient Homes Program Guideline – Central West (PDF 339.24KB) specify additional criteria that may apply to be eligible. For example, it includes that the dwelling must be lawfully constructed and the home must have been impacted during the relevant 2022 flood event/s.
Retreat Grant
The Retreat Grant provides funding assistance for eligible homeowners affected by landslide in the 2022 flood/s or on a large lot where the home is in a high-risk flood area.
The Retreat Grant is designed to support residents to move to a safer location in a lower flood and landslide risk area, while maintaining use of valuable rural and agricultural land. The primary dwelling, and any other residential dwelling within the high-risk area, must be demolished or otherwise removed from the property.
The Retreat Grant is also calculated as the residential improvements value of the property at the time of the relevant 2022 flood event/s (immediately prior) and is capped at $600,000 including GST. An independent valuation will be undertaken to determine the value of the primary dwelling on the property.
The Retreat Grant is available to homeowners where the dwelling:
- is within a mapped high-risk priority area; or
- was destroyed or recommended for demolition as a result of the relevant 2022 flood/s.
As a condition of receiving the Retreat Grant:
- the existing dwelling/s must be demolished or otherwise removed from the property, subject to planning approval
- the homeowner acknowledges that RA will place a restriction on title, a rezoning or other appropriate mechanism so that the high-risk area of the property cannot be used for residential purposes in the future.
As the flood and landslide risk may vary across a large lot, funding for homes on large lots is guided by the priority level at the location of the dwelling on the property and will be considered on a case-by-case basis.
Resilient Measures
A large lot property may be assessed under Resilient Measures, where the dwelling meets the eligibility requirements.

Relocation Grant
The relocation of a home is an option on prioritised large lot properties. Relocation may be available for destroyed properties, where it is feasible to relocate or rebuild the dwelling in a safer location.
The feasibility of relocation includes consideration of building type, availability of low flood risk land, homeowner circumstances and development consent requirement.
Relocation costs will be compensated up to $100,000 including GST. Where the cost estimate is more than the available grant value, the RA will match financial contributions provided by the homeowner (co-contribution) up to a maximum of 100% of the available grant value, to a maximum payment of $200,000 including GST.
