Achieving a truly effective OCHRE policy requires a deeper understanding of the principles of good practice that can set the foundation for a respectful relationship between Aboriginal peoples and Government in NSW as diverse equals. This raises the question of from whose standpoint the principles are conceived, framed and operated within. If OCHRE is to achieve its full potential, we require principles that are developed through an Aboriginal lens, that do not take Euro-Australian views as the norm, and that do not presume Aboriginal deficit as its starting point.
From reviewing a wide range of literature from Aboriginal standpoints and from interviewing Aboriginal artists for unique insights, this report finds that championing principles of Aboriginal leadership, Aboriginal healing, Aboriginal excellence, Aboriginal diversity, and Aboriginal unique knowledge, expertise and experience would allow the OCHRE policy to more fully uphold Aboriginal self-determination. In this way, NSW Aboriginal/Government working relationships can support healthy, confident and thriving Aboriginal peoples and Countries in NSW.
