About the program
The Youth Employment Social Impact Program (YESIP) was established as a stimulus measure to support youth employment through social enterprises and social impact organisations.
YESIP is an opportunity to test and learn from a new way of approaching social impact investment. The program allocates funding across multiple smaller scale programs to enable comparison of outcome and effectiveness between different programs and business models.
Key learnings
A portfolio approach can broaden learnings for a particular policy area, and deepen understanding of the effectiveness of different models that aim to achieve the same outcome.
YESIP is an opportunity to test and learn from partnering with a number of service delivery organisations for a social impact investment initiative. The initiative allocated funding across multiple smaller scale programs to enable comparison of outcomes and effectiveness between different programs and business models. All three providers have the same outcome payment metric; however milestone metrics are customised based on the program model.
Milestone payments are designed to reflect the client journey (for example completion of pre-employment training and employment commencement) and provide cash flow to service providers ahead of achieving the final payment outcome.
