Update: New rental laws coming to NSW

The Residential Tenancies Amendment Bill 2024 (the Bill) was passed by Parliament on Thursday 24 October 2024.

This Bill progresses the NSW Government’s commitments to improve NSW rental laws by proposing new laws:

  • ending ‘no grounds’ evictions for fixed term and periodic leases
  • making it easier for renters to keep pets
  • limiting how often rent can be increased for all rental agreements
  • clarifying that renters cannot be asked to pay for background checks
  • ensuring renters have a free and convenient way to pay rent.

Renters, landlords and the industry will be given time to prepare for any major changes.

2023 consultation

In NSW, nearly one in every three people rent their home. The NSW Government is working to improve rental laws to support renters, landlords and the community. Better rules for rentals will help give more stability for renters and certainty for landlords.

Your feedback helped us understand what you think about:

  • reasons a landlord can terminate a lease – removing 'no grounds' evictions
  • how to make it easier for renters to keep pets
  • protecting personal information held by real estate agents
  • making it easier to transfer rental bonds from one property to another
  • other ways to make the system fairer.

Thank you for your feedback. We heard from people who live in, own or manage a rental property, or are interested in renting rules in NSW. More than 16,000 surveys and 400 written submissions were made.

Your feedback informed proposed changes to the Residential Tenancies Act. These include changes to the termination of a lease, pets in rentals, the protection of renter information and a portable bond scheme. The results are in the summary report.
