Purpose
Education programs and services offered to inmates help them address their barriers to education and in many instances gain nationally recognised qualifications.
While in custody, some inmates work for Corrective Services Industries’ (CSI) commercial business units and service industries. This work helps improve their general employability skills and helps them successfully re-integrate into the community.
Vocational training in industry-specific skills is available to inmates working for CSI. Those working in a range of industries, who meet the eligibility criteria, can do a traineeship or apprenticeship.
Training Contracts for inmates of Corrective Services NSW
The NSW Department of Justice has provided confirmation that as long as an inmate has capacity, there should not be anything preventing an inmate entering into a training contract for an apprenticeship or traineeship.
The following guidelines are to be followed for training contracts for CSNSW inmates:
Apprenticeship Network Provider
- As per guidelines CSNSW will choose an Apprenticeship Network Provider (ANP) who will e-lodge all training contracts to Training Services NSW.
Training Services NSW Home Centre
- The Home Centre for training contracts for all inmates will be Central & Northern Sydney Chatswood.
- IVETS Risk Indicator: 2105 has been applied to all training contracts for this employer and require manual assessment.
Question 7 - Is the apprentice /trainee an existing worker?
- All employees of CSNSW are to be considered as a new entrant apprentice/trainee regardless of how long they have been previously employed by the applicant’s employer.
Examples:
Where a Corrective Services inmate starts work with CSI in an administrative role and then commences a business or finance traineeship with the same unit, they would not be assessed against existing worker criteria regardless of the length of the period they have been employed for and instead be classified as a new entrant for the purpose of the traineeship; and
Where a Corrective Services inmate starts work with CSI in an administrative role and then commences a traineeship with a different unit e.g. warehousing/laundry they would be classified as new entrant in that work environment for the purpose of the traineeship.

- Records on the Offender Integrated Management System (OIMS)
- An inmate may also have their licence, Medicare card or birth certificate.

Trainees or apprentices with a disability
- The RTO will assess and identify any additional training needs of inmates in the process of developing the full training plan and will work with CSI regarding equipment, resources and/or programs to increase access for learners with disabilities and other learners in accordance with access and equity principles.
